Russia Escalates Hybrid Warfare Against Moldova as EU Summit Approaches

Russia has intensified its hybrid warfare campaign against Moldova ahead of the crucial Moldova-European Union summit, according to intelligence reports released by the Foreign Intelligence Service of Ukraine (SZRU).

The operation, reportedly coordinated by Sergei Kiriyenko, First Deputy Head of the Russian Presidential Administration, aims to derail Chisinau’s European integration efforts while bolstering pro-Russian political forces within the country. The ultimate objective appears to be installing a pro-Kremlin government in Moldova.

Ukrainian intelligence officials indicate the Russian campaign operates across multiple fronts, including sophisticated media manipulation, diplomatic pressure tactics, and creating security threats that destabilize the small Eastern European nation.

Media warfare has taken center stage in the Kremlin’s strategy, with a pro-Russian botnet network dubbed “Matrioshka” distributing fabricated videos designed to mimic content from respected European news outlets. These sophisticated fakes, styled to appear as if produced by Deutsche Welle, Der Spiegel, Euronews, and Business Insider, specifically target President Maia Sandu with disinformation intended to damage her reputation and undermine her administration’s pro-European stance.

On the diplomatic front, tensions escalated on June 25 when Russian authorities detained two Moldovan citizens on espionage charges. Moscow has denied consular access to the detained individuals, prompting Moldova’s Ministry of Foreign Affairs to issue a strong rebuke, describing the accusations as “unfounded and politically motivated.” Analysts view this diplomatic confrontation as part of Russia’s broader pressure campaign.

Security threats represent the third prong of Russia’s approach. In a recent incident, Moldovan border authorities prevented numerous Russian and Belarusian nationals with military backgrounds from entering the country. Though these individuals claimed to be participating in a kickboxing championship, Moldovan officials flagged security concerns and barred 195 people from entering. An additional 176 individuals were prevented from even boarding flights to Chisinau.

These incidents come amid rising concerns that Russia is attempting to destabilize Moldova ahead of parliamentary elections scheduled for September 28. Prime Minister Dorin Recean has publicly warned that Moscow plans to deploy 10,000 military personnel to the breakaway Transnistrian region if pro-Russian political forces emerge victorious in the upcoming vote.

The timing of Russia’s intensified operations coincides with Moldova’s accelerating path toward European integration. Moldova received EU candidate status in June 2022, and the country has been implementing reforms required for eventual membership. The upcoming Moldova-EU summit represents a significant milestone in this process.

Regional security experts note that Moldova has become increasingly vulnerable to Russian interference since the full-scale invasion of Ukraine began in February 2022. With no shared border with Russia but situated between Ukraine and Romania, Moldova occupies a strategically important position in Moscow’s efforts to maintain influence in its former Soviet sphere.

The unrecognized breakaway region of Transnistria, where approximately 1,500 Russian troops have been stationed since the collapse of the Soviet Union, provides Moscow with a foothold for potential destabilization efforts. The region has been a source of tension since the 1992 conflict that resulted in its de facto separation from Moldova.

President Sandu’s administration has consistently warned about Russian interference in Moldova’s domestic affairs, particularly as the country moves closer to European integration. With parliamentary elections approaching, the stakes have never been higher for Moldova’s geopolitical orientation.

Moldovan officials maintain that transparent elections and continued implementation of democratic reforms represent the country’s best defense against Russian hybrid warfare tactics, as they work to strengthen institutional resilience and deepen ties with Western partners.
