Ukrainian Defense Intelligence Denounces Russian Disinformation Campaign Against Budanov

Ukraine’s Main Directorate of Intelligence (GUR) has issued a strong rebuke against what it describes as a Russian propaganda campaign designed to discredit its leadership. In a statement published on its official Facebook page, the intelligence agency dismissed claims that the social media account of its chief, Kyrylo Budanov, was created within Russian territory.

The false narrative began circulating on social media platforms where Russian-affiliated accounts shared doctored screenshots purporting to show that Budanov’s account on the X platform (formerly Twitter) was registered in Russia. These fabricated images were specifically created to undermine the credibility of Ukraine’s military intelligence leadership, according to the GUR.

“This is entirely false information that bears all the hallmarks of an information operation aimed at discrediting the leadership of the GUR of the Ministry of Defense of Ukraine,” the agency stated in its official response.

The intelligence directorate emphasized that Budanov maintains only one authentic account on the X platform, providing the official link to help citizens and journalists verify the genuine account. The agency urged Ukrainians and the international community to practice rigorous “information hygiene” amid the ongoing information warfare.

“We urge you to maintain information hygiene, not to fall for fakes, and to trust information only from official resources and from spokespeople of the GUR MO Ukraine,” the statement continued.

This incident represents just one example of Russia’s broader disinformation strategy targeting Ukrainian defense institutions. According to Ukrainian intelligence officials, Russian propaganda channels have been actively disseminating various fabricated stories, including bizarre claims about “chip implantation” in mobilized Ukrainian soldiers and other fantastical narratives designed to sow confusion and distrust.

Security experts note that such disinformation tactics have become a hallmark of modern hybrid warfare, particularly in the Russia-Ukraine conflict. Social media platforms have become primary battlegrounds for narrative control, with fabricated content often spreading faster than official corrections.

The timing of this particular disinformation campaign is notable, coming as Ukrainian intelligence operations have gained significant international attention. Budanov himself has become a high-profile figure in Ukraine’s defense establishment, frequently featured in international media for his agency’s work against Russian forces.

Ukraine’s defense and intelligence communities have developed increasingly sophisticated counter-disinformation strategies since Russia’s full-scale invasion began in February 2022. These efforts include rapid response to false claims, public education initiatives about disinformation tactics, and coordination with international partners to combat cross-border propaganda.

The GUR emphasized in its statement that the spread of false information about its leadership represents a calculated effort to undermine trust in Ukraine’s defense structures at a critical time in the conflict.

Media analysts point out that targeting high-profile military figures like Budanov serves multiple propaganda purposes: it attempts to create doubt about leadership competence among Ukrainian citizens, projects an image of infiltration to international observers, and diverts attention from actual battlefield developments.

The Ukrainian intelligence directorate concluded its statement by reiterating that only information from official channels and authorized spokespeople should be considered reliable regarding the activities of the GUR and its leadership.
