Russia Hardens Negotiation Stance, Makes False Claims About Ukrainian Attack on Putin’s Residence

Russian officials announced a shift in their approach to peace negotiations over the war in Ukraine, claiming they would “harden” their position following an alleged Ukrainian drone attack on President Vladimir Putin’s residence—an accusation Ukrainian officials and Western analysts have flatly rejected as fabricated.

On December 30, Kremlin spokesman Dmitry Peskov stated that while Russia was not withdrawing from negotiations, it would modify its stance and engage only with the United States rather than with Ukraine directly. Peskov declined to elaborate on what specific changes to Russia’s position might entail, maintaining that the Kremlin would not publicly disclose such details.

“This is another Russian lie,” Ukrainian President Volodymyr Zelenskyy responded, suggesting that Moscow might be laying groundwork for new strikes against Kyiv. Zelenskyy called on Ukraine’s international allies, particularly the United States and European partners, to increase pressure on Russia to genuinely pursue an end to the conflict.

The accusations began on December 29 when Russian Foreign Minister Sergey Lavrov claimed Ukraine had launched “an attack with 91 drones” targeting Putin’s residence in Valdai, a town roughly 400 kilometers northwest of Moscow. Lavrov used the alleged incident to threaten a “retaliatory strike” against Ukraine.

Responding to these allegations, Ukrainian Foreign Ministry spokesperson Heorhii Tykhyi dismissed them as a manufactured pretext designed to undermine recent diplomatic momentum.

“That is precisely why the Russians invented a hoax about an attack on the residence. All they needed was to create a fake—and rather sloppy—pretext for Russia to withdraw from peace efforts that have recently accelerated thanks to active work by Ukraine and the United States,” Tykhyi wrote on X (formerly Twitter).

The Institute for the Study of War (ISW), a respected U.S.-based think tank that closely monitors the conflict, found no credible evidence supporting Russia’s claims. The ISW noted that residents of Valdai reported hearing no air defense activity during the time period in question, contradicting what would be expected during a large-scale drone attack.

Military analysts suggest the timing of Russia’s claims is significant, coming as Ukraine and its allies have intensified diplomatic efforts to bring about meaningful peace negotiations. The Biden administration has reportedly been working behind the scenes to develop pathways toward eventual talks, while Ukraine has been bolstering international support through its own peace formula.

The Russian assertions about a “hardened” negotiating position also coincide with mounting international pressure on Moscow following its recent large-scale missile strikes on Ukrainian civilian infrastructure and its deepening military cooperation with North Korea and Iran.

This latest diplomatic maneuver follows a pattern observed throughout the nearly three-year conflict, where Russian officials have alternated between signaling openness to negotiations while simultaneously escalating military actions or establishing preconditions that Ukraine and its allies find impossible to accept.

Ukrainian officials have consistently maintained that any legitimate peace process must respect Ukraine’s territorial integrity and sovereignty—principles affirmed by multiple UN General Assembly resolutions condemning Russia’s invasion and attempted annexation of Ukrainian territories.

As winter deepens across the region, the diplomatic standoff continues against a backdrop of ongoing military operations along the frontlines in eastern Ukraine, where Russian forces have been making incremental advances at enormous cost in personnel and equipment.
