Authorities to Prosecute Two Men for Spreading False Claims About Vice President’s Brussels Speech

The Criminal Investigation Bureau (CIB) announced Tuesday it will refer two Taiwanese men to a summary court for allegedly disseminating false information about Vice President Hsiao Bi-khim’s recent speech in Brussels.

The investigation centers on claims that Taiwan used public funds to finance Hsiao’s appearance at the European Parliament during the annual Inter-Parliamentary Alliance on China (IPAC) summit last week. Hsiao delivered her address on Friday before returning to Taiwan early Sunday.

According to the CIB statement, investigators identified a 53-year-old man surnamed Lu as the creator of a misleading meme that falsely asserted Hsiao had rented the European Parliament venue and sponsored the IPAC meeting using Taiwanese taxpayer money. The bureau began investigating after being notified about the content on Sunday.

The second suspect, a 41-year-old man surnamed Chen, allegedly amplified the misinformation by sharing the meme on social media with an added claim that “France’s BBC reported Taiwan donated 8 billion euros (US$8.97 billion) in exchange for a speech.” This statement has no factual basis, as confirmed by multiple sources.

When confronted by reporters at Taoyuan International Airport upon his return from Japan, Chen defended his actions, claiming he shared the post because he found it “funny” and considered it “satire.” He added that he did not believe sharing such content was illegal.

The Presidential Office took swift action on Sunday, requesting law enforcement authorities investigate what it described as “fabricated content” circulating online. This reflects growing concerns about misinformation targeting government officials, particularly those involved in international diplomacy.

IPAC founder and executive director Luke de Pulford directly refuted the allegations on Sunday, calling them “fake news” and “completely fabricated.” He emphasized that the invitation for Vice President Hsiao to attend the summit was “freely” extended, contradicting claims that Taiwan had paid for the opportunity.

The CIB stated that both men may have violated Taiwan’s Social Order Maintenance Act, which prohibits “spreading rumors in a way that is sufficient to undermine public order and peace.” If found guilty, they could face up to three days’ detention or a fine of up to NT$30,000 (US$957).

This case highlights Taiwan’s ongoing struggle with misinformation, particularly regarding diplomatic engagements. As Taiwan works to expand its international presence amid complex geopolitical tensions with China, government officials have become frequent targets of false narratives aimed at undermining their legitimacy on the global stage.
