Drivers Report Billing Issues with New I-80 Express Lanes in Solano County
Several Solano County motorists have reported being incorrectly charged for using the newly launched express lanes on Interstate-80 in Vacaville and Fairfield, raising questions about the accuracy of the toll collection system.
The express lanes, designed to allow drivers to pay a fee to bypass traffic in the congested Bay Area corridor, began charging tolls on December 16 following the completion of construction by Caltrans in fall 2025.
Leon Ward was among the first to publicly report an issue, stating he was charged a $0.75 fee for supposedly entering the lane on December 22, 2025, just after 5 a.m. near Fairfield. Ward insists he never used the express lane and only discovered the erroneous charge when reviewing his FasTrak account. After disputing the charge, he received a refund.
When contacted by CBS Sacramento, John Goodwin of the Metropolitan Transportation Commission (MTC), which manages the FasTrak system throughout the Bay Area, described these as “isolated incidents.”
“At this stage, it appears that these are isolated incidents because we have not received a flood of incoming calls or messages to the fast track customer service center,” Goodwin explained. “I just think it’s really too early to draw conclusions, but I want to reassure drivers in the corridor that we tested the equipment before the lanes opened last month, and everything was shipshape at that time.”
In Ward’s case, while the toll lane camera did capture his vehicle, the image was too dark to conclusively prove which lane he was traveling in. MTC attributed the poor picture quality to rain and haze that December morning rather than faulty equipment.
“The customer who got in touch with you all, we were able, thanks to you, to identify that that was Westbound Interstate 80, at Highway 12. So already that’s on our radar,” said Goodwin. “Let’s watch that location. We may need to reset the cameras at that spot, particularly if you get a couple or more instances of people contacting the customer service center.”
Ward’s social media post about his experience prompted at least five other drivers to report similar issues with false charges from the express lanes. Despite these online complaints, MTC maintains that only one other official complaint has been filed with customer service—a driver who was charged after partially entering the lane before exiting. MTC confirmed this driver will also receive a refund.
The issue has gained enough attention that Suisun City Mayor Alma Hernandez publicly stated she had contacted regional transportation leaders about these concerns, with Bay Area FasTrak quickly responding to her social media post.
Goodwin emphasized that this prompt reporting “did prompt our investigation so that we were able to send the alert out to the customer service center, hey, let the staff know if you get any calls or any other messaging about ostensibly erroneous tolls on the 80 express lanes, so that we can investigate.”
While MTC describes false charges as rare occurrences, Goodwin referenced a previous incident several years ago on northbound Interstate-680 in Contra Costa County where numerous drivers reported being falsely charged. That situation required recalibrating cameras that were incorrectly reading FasTrak tags in adjacent non-express lanes.
“If there is a problem, we want to know about it and we want to fix it fast,” Goodwin emphasized.
The express lanes represent part of a growing network of toll options throughout the Bay Area designed to manage traffic flow in one of California’s busiest transportation corridors. The I-80 corridor is particularly critical as it connects the Bay Area to Sacramento and serves as a major commuter and freight route.
MTC encourages drivers who believe they have been incorrectly charged to contact the customer service center at 877-BAY-TOLL (877-229-8655) to report their concerns and request investigation of possible erroneous charges.
The agency recommends that all FasTrak users carefully review their bills and toll charges to identify any potential errors, assuring customers they will address legitimate concerns and repair equipment if a widespread issue is identified.
