Russian Propaganda Falsely Claims Ukraine Preparing Chemical Attack in Kharkiv Region
Russian occupation authorities in the Kharkiv region are circulating unfounded claims that Ukraine is planning a chemical attack, according to the Center for Countering Disinformation (CCD) of Ukraine’s National Security and Defense Council.
In a statement released on Facebook, the CCD warned that Russian propagandists are spreading allegations about Ukrainian Armed Forces radiation, chemical, and biological protection units allegedly arriving in Izium. The disinformation campaign suggests Ukraine is preparing a “terrorist attack” using chemical substances between January 6 and 8—a period coinciding with Orthodox Christmas celebrations.
Ukrainian officials describe this tactic as an “information alibi,” a strategy whereby Russia preemptively accuses Ukraine of actions that Russian forces themselves might be planning. This creates a protective information shield for potential Russian provocations or war crimes, allowing them to later claim Ukrainian responsibility.
“The statements of the Russian occupation structures are not supported by any evidence and are part of an information war,” the CCD emphasized in their statement. They noted that, contrary to Russian allegations, there have been multiple documented instances of Russian forces using chemical substances in Ukraine, verified by both Ukrainian authorities and international organizations.
The CCD highlighted that Russia itself remains under international sanctions for its use of chemical weapons, referring to previous incidents including the poisoning of former Russian intelligence officer Sergei Skripal in the UK and opposition figure Alexei Navalny.
The timing of these allegations appears deliberately chosen to coincide with Orthodox Christmas celebrations, exploiting religious themes to generate emotional responses. Security experts note that this approach aims to turn local populations against the Ukrainian state by portraying Ukraine as willing to conduct attacks during important religious holidays.
This disinformation campaign comes amid a broader pattern of Russian information warfare. Ukrainian officials recently uncovered a coordinated effort where Russian propagandists created numerous TikTok accounts ahead of the winter holidays. These accounts initially shared AI-generated content to build audiences quickly before gradually shifting to promote anti-Ukrainian narratives.
Since Russia’s full-scale invasion began in February 2022, the Kharkiv region has been heavily targeted by Russian forces. While Ukrainian counteroffensives liberated much of the region in autumn 2022, including the city of Izium, areas close to the Russian border remain contested and vulnerable to both military strikes and information operations.
International monitoring organizations have consistently found Russia responsible for numerous information manipulation campaigns throughout the conflict. The European Union’s East StratCom Task Force has documented thousands of cases of pro-Kremlin disinformation since 2015, with a significant increase following the full-scale invasion of Ukraine.
Security analysts warn that such accusations often serve as projection, with Russia frequently accusing others of actions it has itself undertaken or is planning. Similar patterns emerged before the use of chemical weapons in Syria, where Russian-backed forces later were implicated in chemical attacks.
Ukrainian authorities continue to monitor and counter these disinformation efforts while urging citizens and international observers to verify information through multiple reliable sources before accepting claims from Russian occupation authorities or state media.

Absolutely. Russia’s willingness to spread disinformation and sow confusion is a major concern. We must continue to expose these tactics and reinforce the importance of relying on credible, verified information sources.
Unsurprising to see the Russian regime spreading more disinformation. They’ve been known to accuse others of the very tactics they employ themselves. I hope the international community stays vigilant against these blatant attempts at manipulation.
Russia’s track record of false narratives and information warfare is well-established. This latest claim about a Ukrainian chemical attack is simply more of the same. The international community must stand firm against such blatant disinformation.

Agreed. Russia’s record on truth and transparency is abysmal. The international community needs to hold them accountable and prevent these kinds of provocations from escalating further.
Another day, another round of baseless claims from the Russian state propaganda machine. Their attempts to preemptively shift blame are transparent and concerning. The world must remain united in upholding the truth.
