Russian military officials have launched a coordinated disinformation campaign accusing Ukraine of preparing to use weapons of mass destruction, according to Ukrainian authorities who are working to counter these claims.

The Center for Countering Disinformation (CCD), operating under Ukraine’s National Security and Defense Council, issued an alert via Telegram detailing the nature of these accusations. The CCD reports that Russian media outlets are amplifying statements from the Russian Ministry of Defense containing unfounded allegations against Ukraine.

Among these claims is an assertion that Ukraine’s Security Service has conducted drills simulating the detonation of a “dirty nuclear bomb” in a densely populated area. Russian officials suggest Ukraine might deploy such a device under the guise of a “false flag” operation, potentially blaming Russia for the attack.

The disinformation campaign extends beyond nuclear threats. Russian sources are also circulating accusations that Ukraine is planning to use chemical weapons, attempting to trigger man-made disasters, and even testing pharmacological substances on its own citizens.

“These accusations are completely fabricated and lack any substantiation,” the CCD stated in its report. Ukrainian officials point out that such tactics are part of Russia’s broader information warfare strategy that has intensified since the full-scale invasion began in February 2022.

Security analysts note that these allegations follow a familiar pattern in Russia’s disinformation playbook. By spreading such narratives through state-controlled media, Russian authorities appear to be pursuing several strategic objectives: damaging Ukraine’s international reputation, creating justification for continued actions in occupied Ukrainian territories, and diverting attention from documented Russian war crimes.

The timing of these accusations is significant, coming shortly after Russia suffered a diplomatic setback at the Organization for the Prohibition of Chemical Weapons (OPCW). On November 25, Ukraine, Slovakia, and Slovenia were elected to the OPCW’s Executive Council for the 2026-2028 term, while Russia failed to secure a position for the third consecutive time. This defeat underscores Russia’s growing isolation in international organizations focused on weapons control and disarmament.

The OPCW, headquartered in The Hague, Netherlands, is the implementing body for the Chemical Weapons Convention, which aims to eliminate chemical weapons worldwide. Russia’s inability to gain a seat on the council comes amid continued international scrutiny of its military tactics in Ukraine.

Ukrainian officials emphasize that the accusations against their country represent a case of projection, as evidence suggests Russian forces have employed prohibited chemical substances in Ukraine. These documented incidents have prompted international sanctions against Russia.

The CCD has been actively monitoring and countering Russian disinformation since the beginning of the conflict, identifying patterns in how false narratives are constructed and disseminated. Information security experts warn that such disinformation campaigns can create dangerous escalatory scenarios if they gain traction in international discourse.

Western intelligence agencies have repeatedly warned about Russian “false flag” narratives, particularly those involving weapons of mass destruction. Such claims require careful scrutiny, as they could potentially serve as pretexts for further military escalation.

As the war approaches its third year, the information battlespace remains as contested as the physical one, with both sides recognizing the strategic importance of shaping international perceptions of the conflict.
