Russian propagandists have ramped up allegations about supposed secret Ukrainian prisons where Russian prisoners of war are allegedly subjected to torture, according to a recent report from Ukraine’s Center for Countering Disinformation.

The center, operating under Ukraine’s National Security and Defense Council, notes that these claims have become increasingly prevalent in public addresses and media interviews by Russian officials. Most notably, Rodion Miroshnik, who serves as the Russian Foreign Ministry’s special envoy for what Moscow calls “crimes of the Kyiv regime,” recently claimed during a propaganda interview that Russian POWs face torture in hidden facilities, complete with “electric chairs” and staged video recordings.

Ukrainian officials have categorically rejected these accusations, pointing out that similar unsubstantiated narratives have circulated in Russian media since the initial conflict began in 2014. “All this time the Russians’ theses about ‘secret prisons’ in Ukraine have remained only loud statements – they have not received any confirmation of their existence,” the center emphasized in its statement.

Experts view these information campaigns as part of Russia’s broader strategy to deflect attention from its own documented abuses. The Center for Countering Disinformation identified the clear objective behind these allegations: to damage Ukraine’s international reputation while simultaneously diminishing accountability for Russia’s own actions in the ongoing conflict.

Ukraine has consistently maintained that it adheres to international humanitarian law standards regarding prisoner treatment. Representatives from international monitoring organizations maintain regular access to Ukrainian POW detention facilities and have not documented the violations alleged by Russian officials. This transparency contrasts sharply with reports about Russian handling of Ukrainian prisoners.

“Meanwhile, numerous documented cases of torture, cruel treatment and complete isolation of Ukrainian prisoners of war pertain to Russia itself,” the center noted, highlighting the stark differences in verified prisoner treatment between the two nations.

The disinformation campaign appears to be evolving technologically as well. According to Ukrainian officials, Russian propaganda networks have recently launched a wave of artificial intelligence-generated videos across social media platforms promoting the narrative of “peace at any price” – a message that critics say is designed to pressure Ukraine into territorial concessions.

This intensification of disinformation efforts comes amid an increasingly complex information landscape surrounding the conflict. International human rights organizations have consistently raised concerns about Russia’s treatment of Ukrainian prisoners, with multiple documented cases of abuse emerging since the full-scale invasion began in February 2022.

The allegations represent a classic example of “mirror propaganda,” a technique where an aggressor accuses their opponent of the very violations they themselves are committing. Disinformation experts note that such tactics are designed to create moral equivalence in international perceptions of the conflict.

For Ukraine, countering these narratives remains crucial for maintaining international support.
