MACC and Perkeso Join Forces to Combat Social Protection Fund Fraud

Malaysian authorities are ramping up efforts to combat fraudulent claims targeting social protection funds through an enhanced collaboration between the Malaysian Anti-Corruption Commission (MACC) and the Social Security Organisation (Perkeso).

During a high-level meeting at Perkeso headquarters on Wednesday, MACC Deputy Chief Commissioner for Operations, Datuk Seri Ahmad Khusairi Yahaya, emphasized the critical need to strengthen existing systems against manipulation.

“The time has come for us to find solutions to improve the laws, regulations, and systems implemented by Perkeso to curb fund leakages,” Ahmad Khusairi stated, highlighting growing concerns over the exploitation of social security programs by unscrupulous individuals and companies.

The partnership aims to identify and address systemic weaknesses through comprehensive reviews of standard operating procedures, application systems, and oversight mechanisms currently in place. Officials believe these improvements will help prevent fraudulent activities that have been draining valuable resources meant for legitimate social protection beneficiaries.

The scale of the problem has become increasingly apparent in recent years. According to Ahmad Khusairi, MACC and Perkeso jointly launched 182 investigations in 2021 alone, resulting in the arrest of 302 individuals. The collaborative effort continued with Operations Hire 1 and Hire 2 during 2022 and 2023, which led to 120 additional investigation papers nationwide and 155 more arrests.

To date, 255 individuals have been charged in court for submitting false claims under Section 18 of the MACC Act 2009, which specifically addresses fraudulent documentation intended to deceive government agencies.

Perkeso Chief Executive Officer Datuk Seri Mohammed Azman Aziz Mohammad acknowledged the value of the anti-corruption watchdog’s expertise in investigating complex fraud cases. In response to the growing challenge, Perkeso has established a dedicated Special Fraud Investigation Unit to enhance its internal capabilities to detect and prevent fraudulent claims.

The collaboration comes at a critical time for Malaysia’s social security system, which has seen increased pressure following economic challenges during the pandemic years. Social protection funds serve as a crucial safety net for Malaysian workers during periods of unemployment, disability, or other hardships. Fraudulent claims not only deplete these resources but also undermine public trust in the system designed to protect vulnerable citizens.

Looking ahead, Perkeso plans to implement an integrated data-sharing system with other government agencies, including the National Registration Department, Companies Commission of Malaysia, and Employees Provident Fund. This cross-agency approach will create a more robust check-and-balance mechanism for verifying the legitimacy of fund applications before approval.

The proposed data integration represents a significant step toward modernizing Malaysia’s approach to social security management. By leveraging information across different government databases, authorities hope to close loopholes that have been exploited by fraudsters submitting false or inflated claims.

Financial crime experts have previously noted that social security fraud often involves sophisticated schemes, including ghost employees, falsified employment records, or collusion between multiple parties. The enhanced cooperation between MACC and Perkeso signals a more aggressive stance against these complex fraud networks.

The partnership also reflects a growing trend across Southeast Asian nations to strengthen governance of social protection systems as these programs expand to serve aging populations and address economic uncertainties.

For legitimate beneficiaries of social protection programs, these anti-fraud measures should eventually streamline verification processes while ensuring that funds remain available for those genuinely in need. However, implementation challenges remain, particularly regarding data privacy concerns and technical integration across different government platforms.

As the initiative moves forward, both MACC and Perkeso officials have committed to regular progress reviews and continued collaboration to adapt their approaches as fraud tactics evolve.
