MACC and Perkeso Join Forces to Combat Social Protection Fund Fraud

Malaysian authorities are intensifying their efforts to fight corruption and false claims involving social protection funds through a strengthened partnership between the Malaysian Anti-Corruption Commission (MACC) and Social Security Organisation (Perkeso).

The collaboration aims to close loopholes in existing systems that have allowed unscrupulous individuals and companies to manipulate Perkeso’s social protection programmes, according to MACC deputy chief commissioner for Operations, Datuk Seri Ahmad Khusairi Yahaya.

“The time has come for us to find solutions to improve the laws, regulations, and systems implemented by Perkeso to curb fund leakages,” Ahmad Khusairi said during a high-level meeting at Perkeso’s headquarters on Wednesday.

The initiative will focus on enhancing standard operating procedures, improving application systems, and strengthening oversight mechanisms. Both agencies have emphasized the importance of identifying systemic weaknesses that could be exploited by fraudsters seeking to misappropriate public funds.

The collaboration comes amid concerning fraud statistics. According to Ahmad Khusairi, MACC and Perkeso jointly initiated 182 investigations in 2021 alone, resulting in the arrest of 302 individuals. The crackdown continued through specialized operations dubbed “Ops Hire 1” and “Ops Hire 2” during 2022 and 2023, which led to 120 investigation papers nationwide and the arrest of 155 individuals.

To date, 255 individuals have been charged in court for submitting false claims, an offense under Section 18 of the MACC Act 2009, which carries severe penalties including fines and imprisonment.

Perkeso Chief Executive Officer Datuk Seri Mohammed Azman Aziz Mohammad expressed appreciation for MACC’s involvement in investigating fraudulent activities. The social security agency has already taken steps to bolster its internal controls by establishing a Special Fraud Investigation Unit dedicated to detecting and preventing deceptive claims.

Looking ahead, Perkeso plans to propose an integrated data-sharing system with other government agencies including the National Registration Department, Companies Commission of Malaysia, and the Employees Provident Fund. This cross-agency approach would create a more robust check-and-balance mechanism for verifying the legitimacy of fund applications.

The fraud targeting Perkeso’s funds represents a significant challenge for Malaysia’s social security system, which provides critical support for workers including disability benefits, medical coverage, and unemployment assistance. False claims not only drain public resources but also undermine the integrity of programmes designed to protect vulnerable members of society.

Malaysia’s social security system has become increasingly important during recent economic challenges, including the aftermath of the COVID-19 pandemic when many workers relied on unemployment benefits and other forms of assistance. This makes protecting the funds from fraudulent activities all the more crucial.

The partnership between MACC and Perkeso reflects a broader government effort to enhance governance and accountability across Malaysia’s public institutions. By combining MACC’s investigative expertise with Perkeso’s domain knowledge, authorities hope to create a more resilient system that can withstand attempted fraud while ensuring benefits reach those who genuinely qualify.

Financial analysts suggest that strengthening these controls could save millions in taxpayer funds annually while preserving the sustainability of Malaysia’s social protection infrastructure for future generations.

As the implementation of these enhanced measures progresses, both agencies have committed to regular coordination and information sharing to stay ahead of evolving fraud tactics and ensure swift action against perpetrators.
