The Los Angeles County District Attorney’s office has launched an aggressive investigation into multiple law firms, including Downtown LA Law Group, over allegations of orchestrating fraudulent sexual abuse claims that led to a historic $4.8 billion settlement with the county.

District Attorney Nathan J. Hochman announced Wednesday that authorities are scrutinizing evidence suggesting attorneys may have paid individuals to file false claims of sexual abuse at county-run facilities. The investigation centers on what could potentially be one of the largest legal fraud schemes in California history.

“Downtown LA Law Group is one of the law firms we are aggressively investigating,” Hochman stated during a press conference. The scope of the investigation remains unclear, though sources familiar with the matter indicate multiple firms may be involved.

In response to the allegations, Hochman’s office is establishing a dedicated fraud hotline for claimants who wish to voluntarily admit to filing false claims. While coming forward will not guarantee immunity from prosecution, the DA indicated it would be considered a mitigating factor in potential criminal proceedings.

“This opportunity for claimants to come forward is time-limited,” Hochman emphasized. “The hotline will exclusively serve individuals who filed fraudulent claims, not the attorneys or law firms allegedly orchestrating the scheme.”

The investigation stems from the massive settlement approved earlier this year, in which Los Angeles County agreed to pay approximately $4 billion to resolve roughly 11,000 claims of sexual abuse. The claims involve allegations of misconduct dating back to 1959 at various county-operated juvenile halls, probation camps, and other facilities.

Legal experts note the unprecedented scale of the settlement, which represents one of the largest payouts for institutional sexual abuse in American history. The case, formally titled “Jane BP1-B Doe et al. v. Doe 1 et al.,” was filed in Los Angeles Superior Court in August 2022.

Downtown LA Law Group, a prominent personal injury firm known for its aggressive advertising campaigns throughout Southern California, has maintained silence since the allegations surfaced, except for a brief denial of wrongdoing provided to the Los Angeles Times in mid-October. The firm represents hundreds of claimants in the settlement.

The Times investigation, published last month, alleged the firm and potentially others engaged in systematic recruitment of individuals to file fabricated claims. According to sources cited in the report, some claimants were allegedly coached on how to describe abuse they never experienced in exchange for promises of financial compensation.

County officials have expressed alarm over the allegations, with some suggesting the fraud could potentially involve hundreds of millions of dollars in fraudulent claims. The settlement structure, which involved minimal verification requirements for claimants, may have created vulnerabilities exploitable by unscrupulous actors.

The investigation raises significant questions about oversight in mass tort litigation and could have far-reaching implications for how similar settlements are structured in the future. Legal ethics experts note that if proven, such conduct would constitute not only criminal fraud but egregious violations of professional ethics rules that could result in disbarment.

For legitimate victims of abuse within county facilities, the fraud allegations represent a troubling development that could potentially diminish the significance of their suffering and the justice the settlement was meant to provide.

The district attorney’s office has not provided a timeline for the investigation but indicated it is treating the matter with the highest priority. Hochman emphasized that attorneys who participated in fraudulent activities would face “the full force of the law,” potentially including criminal charges for fraud, conspiracy, and related offenses.

Representatives from other agencies, including the State Bar of California, have declined to comment on whether they are conducting parallel investigations into the attorneys involved.
