Hong Kong police have arrested nine people involved in an elaborate travel insurance fraud scheme that fabricated overseas accidents to claim over HK$1.7 million (US$217,053) in false benefits.

Authorities took action Wednesday following an investigation that began last October when the Hong Kong Federation of Insurers reported suspicious travel insurance claims. The amounts ranged from “a few thousand to tens of thousands of Hong Kong dollars,” according to police statements.

“Police analysed more than 70 suspicious claim cases and discovered that these claimants submitted various forged documents, including air tickets, hotel receipts and medical records from overseas hospitals,” said senior inspector Lam Ho-lim of the commercial crime bureau.

The sophisticated scheme involved creating false documentation to support claims of injuries sustained during international travel, despite the fact that the claimants had never left Hong Kong. This elaborate deception allowed the fraudsters to claim substantial medical expenses from multiple insurance companies.

Among those arrested were six men and three women, all Hong Kong residents aged between 25 and 68. The group included seven individuals who had filed fraudulent claims and two alleged syndicate members who orchestrated the scheme. Police noted that some suspects were identified as current or former insurance agents, suggesting they leveraged industry knowledge to execute the fraud.

According to investigators, the syndicate targeted multiple countries in their fictitious travel claims, including Vietnam, Japan, Italy, and Singapore. The fraudulent activity occurred primarily between April and November of last year, representing a concentrated period of criminal operation.
