Former DOJ Trial Attorney Tom Morris Joins Brown, LLC as Partner in Whistleblower Practice

Brown, LLC, a national whistleblower law firm specializing in False Claims Act litigation, has announced the addition of Albert Thomas “Tom” Morris as a Partner in its whistleblower practice. Morris brings nearly two decades of experience as a Senior Trial Counsel and Trial Attorney with the U.S. Department of Justice’s Civil Fraud Section to the firm.

During his tenure at the DOJ, Morris established himself as an expert in prosecuting complex False Claims Act cases for the United States government. His extensive background includes first-chair trial and litigation work in cases involving Medicare fraud, Medicare Advantage overbilling, defense contractor fraud, and violations of the Anti-Kickback Statute.

“Tom joining Brown, LLC is a major moment for our whistleblower practice,” said Jason T. Brown, Head of Brown, LLC and former FBI Special Agent and Legal Advisor. “False Claims Act litigation often turns on knowing exactly how the Department of Justice evaluates, investigates, litigates, and resolves these cases. Tom has lived that world at the highest level.”

Morris’s government service includes handling several high-profile cases resulting in significant settlements for taxpayers. Notable among these are a $57 million settlement involving radiation remediation work at the Hunters Point Naval Shipyard, a $62 million defective pricing settlement for military contracts, and a $90 million Medicare Advantage settlement with Sutter Health.

Perhaps most impressive on Morris’s resume is his role as lead counsel in a nine-week jury trial that secured a $32 million False Claims Act verdict against three individuals and two corporate defendants for defrauding Medicare at a critical access hospital. The Fifth Circuit later upheld a key materiality ruling on continued government payments in this case.

Prior to his public service career, Morris was an equity partner at K&L Gates LLP, where he focused on complex civil litigation, insurance coverage, and securities matters. His academic credentials include a J.D. with high honors from Duke University School of Law, a B.S.B.A. magna cum laude from Georgetown University, and an M.L.A. with highest honors from Johns Hopkins University.

“I am excited to join Brown, LLC and continue working on cases that protect taxpayers, patients, investors, government programs, and honest businesses,” Morris said. “Whistleblowers play a critical role in exposing fraud that may otherwise remain hidden.”

The addition of Morris strengthens Brown, LLC’s already formidable whistleblower practice. The firm, led by former FBI Special Agent Jason T. Brown, has established itself as a major player in whistleblower litigation nationwide. Their practice areas span False Claims Act cases, SEC whistleblower claims, CFTC whistleblower matters, IRS whistleblower cases, healthcare fraud, and defense contractor fraud.

Brown, LLC has helped secure more than $1 billion in aggregate settlements and judgments throughout its litigation practice. Significant recoveries include the Raytheon matter, with an overall DOJ resolution exceeding $950 million (the False Claims Act portion totaled $428 million, making it the second-largest procurement fraud recovery under the FCA), and a $350 million Walgreens whistleblower resolution.

The whistleblower landscape has evolved significantly in recent years, with government agencies increasingly relying on whistleblowers to identify and prosecute fraud. The False Claims Act, which allows private citizens to file lawsuits on behalf of the government and share in recoveries, has become a powerful tool in combating fraud against government programs.

Healthcare fraud, in particular, has been a focus of whistleblower litigation, with Medicare and Medicaid fraud cases resulting in billions of dollars in recoveries for taxpayers. Defense contractor fraud has similarly yielded substantial settlements, reflecting the government’s commitment to protecting taxpayer dollars in military procurement.

Brown, LLC continues to offer free and confidential consultations to potential whistleblowers while maintaining selectivity about the cases it accepts. The firm evaluates matters involving Medicare and Medicaid fraud, defense contractor fraud, government procurement fraud, kickbacks, upcoding, billing fraud, securities fraud, customs fraud, tariff evasion, tax fraud, and other misconduct that may give rise to whistleblower claims.

“Brown, LLC has always believed that serious whistleblower cases require serious firepower,” noted Attorney Brown. “Tom’s arrival reflects our continued commitment to building one of the strongest whistleblower teams in the country.”
