Echelon Fitness Agrees to $2.1 Million Settlement Over Customs Fraud Allegations

Chattanooga-based Echelon Fitness Multimedia has agreed to pay at least $2.1 million to settle federal allegations that it deliberately underpaid tariffs and import fees over a multi-year period, according to federal prosecutors.

The smart exercise equipment manufacturer, which has positioned itself as a competitor to fitness giant Peloton, was accused of submitting inaccurate customs documentation from September 2019 to January 2023. Federal authorities claim the company systematically undervalued equipment purchased from Chinese manufacturers and failed to disclose the value of integrated computer tablets in their imported fitness machines.

The case came to light when Greg Dahlstrom, Echelon’s former supply chain vice president, filed a whistleblower complaint under the False Claims Act in June 2022. Court records reveal Dahlstrom alleged the company maintained “two sets of invoices,” providing only “false and fraudulent ones” to U.S. customs officials.

“Defendants accomplished their fraud by failing to include/account for the true cost of goods,” stated Dahlstrom’s complaint, which was initially filed in Utah before being transferred to federal court in Chattanooga.

For his role in exposing the alleged customs fraud, Dahlstrom will receive $420,000 from the settlement proceeds, with potential for additional compensation under whistleblower provisions in federal law.

The U.S. Attorney’s Office noted that the settlement amount was a compromise based on Echelon’s financial condition. The agreement resolves civil claims against the company without requiring an admission of wrongdoing.

Lou Lentine, Echelon’s founder and CEO, attributed the documentation issues to the company’s explosive growth during the pandemic, when demand for home fitness equipment surged dramatically.

“During this time, supply chains were under significant strain, and production and fulfillment expanded rapidly across multiple international partners,” Lentine said in a statement. He emphasized that Echelon experienced approximately 500% annual growth during this period, putting tremendous pressure on its operations and documentation processes.

Lentine further claimed that Echelon had already begun an internal investigation into documentation issues before receiving the whistleblower complaint. He stressed that the settlement does not constitute an admission of fault, adding that “the government did not find intentional misconduct.”

The case highlights the growing scrutiny of import practices amid heightened trade tensions between the U.S. and China. In recent years, U.S. customs officials have intensified enforcement of tariff regulations, particularly for products manufactured in China that are subject to special trade measures.

Echelon has emerged as a significant player in the connected fitness industry, which experienced tremendous growth during pandemic lockdowns as consumers sought alternatives to traditional gym memberships. The company’s product line includes smart bikes, rowing machines, and treadmills that compete directly with Peloton’s premium offerings, typically at lower price points.

Following the settlement, Echelon stated it has implemented stronger oversight of its supply chain operations. The company expressed appreciation for the federal agencies involved in resolving the matter.

The case represents one of several challenges facing the home fitness equipment industry, which has seen declining growth as pandemic restrictions eased and consumers returned to gyms and outdoor activities. Companies like Echelon and Peloton have faced increasing pressure to maintain momentum while addressing supply chain complications and regulatory compliance.

Federal prosecutors did not immediately respond to inquiries regarding Echelon’s level of cooperation during the investigation. The settlement concludes a significant legal challenge for the Tennessee-based fitness technology company as it continues to compete in the evolving connected fitness marketplace.
