Los Angeles County has launched a criminal investigation into potentially fraudulent sexual abuse claims filed under California Assembly Bill 218, District Attorney Nathan J. Hochman announced Monday.
The investigation targets thousands of suspicious claims that emerged following the county’s historic $4 billion settlement agreement with sexual abuse survivors announced last April. Officials are examining what they believe may be orchestrated fraud involving claimants, attorneys, medical professionals, and recruiters.
“False reporting of sexual abuse undermines our entire justice system and is a grave disservice to actual victims who have already suffered unspeakable trauma,” Hochman said. “My Office is taking the allegations seriously that some individuals were paid cash to have law firms file false sexual abuse claims against the County.”
The District Attorney’s Office emphasized that fraudulent claims not only abuse the legal system but also divert resources away from legitimate victims while placing an undue burden on taxpayers. Hochman praised the Los Angeles County Board of Supervisors for their support of childhood sexual abuse survivors and their commitment to providing resources for the investigation.
California Assembly Bill 218, which took effect in 2020, significantly extended the statute of limitations for reporting childhood sexual abuse claims, allowing many survivors to seek justice decades after the abuse occurred. The law opened a three-year window for claims that would have otherwise been barred by previous time limitations.
Last April, Los Angeles County announced what was described as the largest sexual abuse settlement in U.S. history—$4 billion to resolve approximately 6,800 claims. The Board of Supervisors approved the settlement on April 29.
However, following the settlement announcement, the number of claimants surged dramatically. Thousands of additional claims were filed, with the total now exceeding 11,000. The county subsequently reached a tentative $828 million settlement covering more than 400 additional cases in October. With an estimated 2,500 more cases pending, Los Angeles County now faces over 14,000 claims in total.
This unprecedented volume of claims has raised red flags among county officials. The financial liability could ultimately cost taxpayers billions beyond the initial settlement, prompting the investigation into the legitimacy of the newer claims.
Legal experts note that large settlements often attract fraudulent claims, particularly in cases involving widespread institutional abuse where documentation may be limited and claims rest heavily on personal testimony. The investigation represents one of the largest fraud inquiries related to abuse settlements in recent history.
The District Attorney’s Office has established a dedicated hotline for reporting information related to potentially fraudulent claims. Residents with knowledge of false sex abuse claims or payments for such claims are encouraged to call the Los Angeles County AB 218 Fraud Hotline at (844) 901-0001 or visit fraud.lacounty.gov/ab218. Officials emphasized that reports will remain confidential, and callers may remain anonymous.
In an unusual move, prosecutors are offering non-lawyer claimants who filed false claims the opportunity to come forward without fear of their statements being used against them. However, this offer does not extend to attorneys, medical professionals, or recruiters who may have facilitated fraud.
“My Office unequivocally stands with survivors, not greedy opportunists who profit from others’ pain,” Hochman said, emphasizing the investigation’s goal of protecting legitimate victims while holding accountable those who exploit the system.
The investigation continues as officials work to determine the full extent of the potential fraud and identify responsible parties. County officials have not yet provided a timeline for the investigation’s completion.
