Following recent claims by the African National Congress (ANC) regarding water crisis interventions in Knysna, the Democratic Alliance (DA) has issued a sharp rebuttal, calling the statements “blatantly false” and misleading to residents.

At its National Executive Committee press conference, the ANC claimed credit for averting a Day Zero water crisis in the coastal town through the provision of “122 emergency water points and coordinated state intervention.” However, according to the DA, these water points were merely contingency measures prepared in case of a complete water system failure—an event that has not yet materialized.

“This is not an intervention to address the problem at hand, but merely treats the symptoms of a problem the ANC themselves created,” the DA statement reads. Recent rainfall has temporarily improved conditions, but the opposition party insists any meaningful interventions have come from the DA-led Western Cape provincial government rather than the national ANC administration.

The Joint Operations Committee (JOC), under the Western Cape Department of Local Government and Development Planning, has implemented several measures to stabilize Knysna’s water situation following provincial intervention. These efforts have occurred against what the DA describes as “ongoing failures by the PA/ANC/EFF/PBI/KIM coalition,” which currently governs the municipality.

Among the interventions cited are the repair of 29 minor water leaks, with no major pipe bursts reported recently. The committee has also committed to installing 1,000 water meters weekly, aiming to replace approximately 8,000 bypassed meters that have undermined effective water management. Additional measures include developing a fire hydrant repair plan and increasing focus on regional water security throughout the Southern Cape.

The water crisis in Knysna has reached critical levels. According to figures cited by the DA, the municipality now loses approximately 50% of its water supply due to leaking pipes and aging infrastructure. The Auditor General has estimated repair costs at around R20 million—a significant sum for the tourism-dependent town.

Since the current coalition took power, the DA alleges systematic failures in maintaining basic water infrastructure, installing effective meters, implementing data-driven monitoring of water supply and consumption, and planning for water-scarce periods.

“The ANC did not solve this crisis; they created it along with their partners the PA, EFF, PBI, and KIM,” the statement asserts, referring to the Patriotic Alliance, Economic Freedom Fighters, and other local political formations that compose the governing coalition.

Knysna, known as the “jewel of the Garden Route,” attracts thousands of tourists annually and relies heavily on its natural beauty and infrastructure to support its economy. Water insecurity threatens not only residents’ daily lives but also the town’s crucial tourism sector, which has already faced challenges from the COVID-19 pandemic and economic downturns.

The water crisis has become increasingly politicized as South Africa approaches local government elections later this year. The DA is using the issue to highlight what it characterizes as governance failures by the current coalition, suggesting that a return to DA leadership would bring more effective resource management.

“Voters must remember this crisis when they take to the polls in the Local Government Elections later this year,” the DA statement concludes. “The PA and the ANC allowed your taps to run dry. Only a strong DA majority in Knysna can manage resources effectively and rescue the jewel of the Garden Route for good.”

Neither the ANC nor other coalition partners named in the statement have yet responded to these specific allegations regarding Knysna’s water management.
