Israeli forces fired a mortar shell across the ceasefire line into a residential area of Gaza City, wounding at least 10 Palestinians in the latest incident threatening the fragile truce between Israel and Hamas. Hospital officials reported some victims were in critical condition following the strike on central Gaza.

The Israeli military acknowledged the incident, stating the mortar had veered from its intended target during an operation near the “Yellow Line” – the boundary established in the ceasefire agreement that separates Israeli-controlled areas from the rest of Gaza. Military officials did not specify what operations were underway or whether troops had crossed this demarcation line.

This is not an isolated incident since the ceasefire took effect on October 10. Palestinian health authorities have documented over 370 deaths from Israeli military actions since the truce began. While Israeli officials maintain they have opened fire only in response to Hamas violations and claim most casualties were militants, an anonymous military source admitted knowledge of civilian casualties, including children and families.

Part of the problem stems from the ambiguous marking of the Yellow Line itself. Israeli forces have been placing yellow blocks to clearly define the boundary, but Palestinians note that in many areas these markers have yet to be installed, creating dangerous confusion for civilians navigating the territory.

The ongoing incidents highlight the precarious state of the ceasefire agreement, which remains stalled between its initial and secondary phases. The first phase involved prisoner and hostage exchanges, but further progress has hit roadblocks. The second phase calls for an international stabilization force, the establishment of a technocratic Gaza governing body, Hamas disarmament, and additional Israeli troop withdrawals.

A key sticking point involves the remains of hostage Ran Gvili, which are still in Gaza. Israel demands their return before advancing to the next phase, while Hamas appears to be struggling to locate them. Meanwhile, Hamas is calling for international intervention to pressure Israel to open border crossings, halt deadly strikes, and allow more humanitarian aid into the devastated territory.

Recent military figures suggest Israel has failed to meet the ceasefire requirement of permitting 600 aid trucks into Gaza daily, although Israeli authorities dispute this assessment. Humanitarian organizations report dire consequences for Gaza’s population, with food scarcity persisting as the region struggles to recover from famine conditions that affected parts of the territory during the height of the conflict.

The humanitarian situation in Gaza remains catastrophic. Nearly all of the territory’s two million residents have been displaced from their homes, with most now living in sprawling tent encampments or sheltering in damaged buildings. Infrastructure across Gaza lies in ruins after nearly two years of conflict, with essential services like electricity, clean water, and healthcare severely compromised.

The war began with Hamas’ October 7, 2023, attack on southern Israel that killed approximately 1,200 people and resulted in 251 hostages being taken. In the ensuing Israeli military campaign, Palestinian health authorities report that more than 70,660 people have been killed in Gaza, with women and children constituting roughly half of these casualties. The Health Ministry in Gaza, which operates under Hamas governance but employs medical professionals maintaining detailed records widely considered reliable by international observers, does not differentiate between militant and civilian deaths in its reporting.

As tensions continue to flare along the ceasefire line and humanitarian conditions deteriorate, international mediators face mounting challenges in advancing the peace process and preventing a full-scale resumption of hostilities. The recent mortar incident underscores the volatility of the situation and the fragility of the current arrangements in the absence of a comprehensive peace agreement.
