Indian intelligence agencies have detected Al Qaeda’s attempts to exploit Iran war narrative to recruit in Kashmir, according to multiple security sources familiar with the matter.
The Al Qaeda in the Subcontinent (AQIS) has launched a renewed propaganda campaign targeting youth in Jammu and Kashmir, using the ongoing conflict involving Iran to portray a narrative of global anti-Islamic sentiment. The terror outfit is specifically attempting to revive discussions around the abrogation of Article 370, which had previously granted special status to the region.
Intelligence Bureau officials revealed that AQIS has named several nations in its propaganda materials—including India, the United States, Israel, the United Kingdom, France, and Spain—labeling them as “common enemies of Islam.” Through its Urdu propaganda magazine’s March edition, the group has called upon Kashmiri youth to prioritize religious identity over development initiatives in the region.
“The terror group has expressed frustration over what it perceives as insufficient protests following the central government’s decision to abrogate Article 370,” said a senior security official who requested anonymity due to the sensitive nature of the intelligence. “It’s attempting to frame Kashmir as what they call the ‘core theatre of Jihad’ and a gateway to spreading extremism throughout India.”
AQIS, which was established in Afghanistan in 2014, has struggled to gain significant traction in the region despite numerous attempts to establish operational cells. Security experts note that the organization appears increasingly desperate to establish relevance and is now exploiting international conflicts to advance its agenda.
“What AQIS is trying to do is constantly engage in propaganda in hopes that it eventually resonates with vulnerable youth,” explained a counterterrorism official. “They’re drawing parallels to the Taliban’s campaigns against global powers and suggesting similar resistance should begin in Kashmir.”
The group’s strategy appears focused on reviving separatist sentiments that security forces have worked to neutralize in recent years. Officials emphasized that post the abrogation of Article 370, significant efforts were made to prevent violence and curtail separatist movements that had long affected the Union Territory.
“These terror groups have realized that their previous operational methods in Jammu and Kashmir are increasingly difficult to execute,” noted another security official. “With direct recruitment and attack planning becoming more challenging due to heightened security measures, they’re pivoting toward narrative manipulation and propaganda.”
Security agencies are particularly concerned about AQIS’s concept of “Ghazwa-e-Hind,” which refers to an apocalyptic battle for the conquest of India. The group envisions Kashmir as the starting point for this broader ideological campaign.
Intelligence sources confirmed that attempts to revitalize organizations such as Hizbul Mujahideen, Jaish-e-Mohammed, and Lashkar-e-Taiba in the Valley have largely been unsuccessful in recent years, prompting this shift toward narrative-based radicalization efforts.
The Ministry of External Affairs has been briefed on these developments and is coordinating with regional partners to counter extremist propaganda. Security agencies have enhanced monitoring of social media and communication channels where such materials typically circulate.
Authorities have urged citizens to remain vigilant against extremist propaganda while emphasizing that development initiatives in Jammu and Kashmir will continue unabated despite these attempts to undermine regional stability.
