Philadelphia resident Mahady Sacko, a 50-year-old illegal immigrant from Mauritania, faces federal charges for allegedly voting fraudulently in multiple U.S. presidential elections while falsely claiming citizenship, prosecutors announced this week.

According to the U.S. Attorney’s Office for the Eastern District of Pennsylvania, Sacko “allegedly unlawfully voted in person in the 2024 general election for federal office” and “falsely represented that he was a U.S. citizen in order to vote and register to vote.”

An FBI special agent investigating the case detailed that Pennsylvania state voting records showed Sacko’s voting history extended well beyond the most recent election. Records indicate he cast ballots in the 2008, 2012, 2016, and 2020 general elections, as well as the 2016 and 2020 primary elections. The agent noted that Sacko voted in person for all elections except the 2020 primary, when he submitted a mail-in ballot.

Court documents reveal Sacko entered the United States through Miami in March 1998. His legal troubles with immigration authorities began in June 2000, when an Immigration Judge in Philadelphia ordered him deported to Mauritania. Though present for this hearing, Sacko appealed the decision to the Board of Immigration Appeals, which ultimately dismissed his appeal in November 2002 and affirmed the original deportation order.

Despite the court rulings, Sacko remained in the United States. Immigration and Customs Enforcement (ICE) arrested him in Philadelphia in January 2007, but authorities were unable to execute the deportation because Sacko lacked a current Mauritanian passport and ICE could not obtain one for him.

As a result, ICE placed Sacko under supervision, requiring him to report regularly to their office as “an alien under an order of deportation.” The FBI agent noted that while Sacko complied with these check-ins more than a dozen times, he simultaneously registered to vote in January 2005 and continued to participate in elections for nearly two decades.

According to The Philadelphia Inquirer, voting records show Sacko had registered as a Democrat.

This case emerges amid heightened national scrutiny over election security and voter eligibility. Pennsylvania, a crucial battleground state that helped determine the outcomes of recent presidential elections, has been at the center of voting integrity debates. The state was pivotal in both the 2020 and 2024 presidential contests, featuring prominently in campaign strategies for both major parties.

Federal law explicitly prohibits non-citizens from voting in federal elections. If convicted, Sacko faces a maximum possible sentence of five years in prison.
