Russian propaganda has launched a new disinformation campaign targeting Ukraine’s international defense partnerships, specifically focusing on alleged failures of Ukrainian specialists operating air-defense systems in the Middle East, according to Ukrainian officials.

The Center for Countering Disinformation (CCD) under Ukraine’s National Security and Defense Council reported that a viral Telegram post claimed “sheikhs asked Ukrainian air-defense specialists to leave” the Gulf region due to “professional unsuitability.” The message, which purportedly cited Italian media sources, alleged that during a recent Iranian attack, Ukrainian personnel failed to protect five facilities under their responsibility.

Ukrainian officials have categorically dismissed these claims as fabricated. The CCD emphasized that the allegations are logically impossible, as there are currently no Ukrainian missile systems or air-defense missiles deployed in the Middle East. Ukrainian military specialists in the region provide only advisory support and do not have operational control over specific facilities or defense systems.

“The absurdity of the situation lies in the fact that there are no Ukrainian missile systems or air-defense missiles in service in the Middle East at all, so they could not physically ‘hit skyscrapers,'” the CCD stated in their analysis of the false claims.

The CCD’s investigation further revealed that the Italian publication cited as the original source of these allegations has previously been identified by Italian fact-checkers as a vehicle for Russian influence operations in Italy. The publication reportedly contains no official sources, statements, or documentation to support its claims, instead presenting unsubstantiated assertions as established facts.

This latest disinformation effort appears to be part of a broader Russian campaign targeting Ukraine’s defense sector and international partnerships. The CCD previously documented similar false claims regarding an alleged United Arab Emirates rejection of Ukrainian unmanned aircraft defense systems due to supposed “complete inefficiency.”

Security analysts note that such disinformation campaigns serve multiple strategic purposes for Moscow. By attempting to damage Ukraine’s defense industry reputation, Russia seeks to undermine potential military cooperation between Ukraine and international partners, potentially limiting Ukraine’s access to critical support during the ongoing conflict.

According to the CCD’s monitoring, February and March 2026 have seen an intensification of Russian information operations amid escalating tensions in the Middle East. These efforts appear specifically designed to discredit both Ukraine as a reliable defense partner and its senior political leadership on the international stage.
