Russia Deploys AI-Generated Fake Videos in Information War Against Ukraine
Russian propagandists have launched a sophisticated disinformation campaign using artificial intelligence to create fake videos that falsely claim President Volodymyr Zelenskyy never visited Kupiansk and that the city is under Russian control, according to Ukrainian officials.
Andriy Kovalenko, head of Ukraine’s Center for Countering Disinformation (TsPD) and an officer in the Ukrainian Defense Forces, revealed that these fabricated videos sometimes even contain visible watermarks from the AI generation platforms used to create them—a telling sign of their inauthenticity.
“This is all a battle for the Western information space. Russia has no strategic victories but lies to Americans that it does,” Kovalenko stated, emphasizing the broader geopolitical aims of the disinformation effort.
The TsPD confirmed that President Zelenskyy did indeed visit Kupiansk on December 12, and Ukrainian forces currently control more than 90% of the city. Kupiansk, located in Ukraine’s northeastern Kharkiv region, has been a strategic flashpoint since Ukraine recaptured it in September 2022 during a successful counteroffensive.
This is not an isolated incident but part of a broader pattern of Russian disinformation tactics. The TsPD has identified another concurrent propaganda campaign on TikTok featuring AI-generated Ukrainian soldiers supposedly positioned along various sections of the frontline.
These fake videos show computer-generated characters claiming that Ukrainian defenses are collapsing, Russian troops are breaking through flanks, chaos reigns within military units, and commanders are indifferent to soldiers’ plights. The highly emotional content is designed to spread a sense of defeatism.
Intelligence analysts from the Center have determined that the primary objectives of these campaigns are to exert psychological pressure on Ukrainian service members, erode trust within military units, and foster a sense of hopelessness among both troops and civilians.
The use of social media platforms like TikTok represents a deliberate strategy to reach younger audiences and those who may not consume traditional news sources. With its algorithm-driven content delivery, TikTok can rapidly spread such fabricated videos to viewers across the globe.
Another recent disinformation operation involved fake TikTok videos claiming “mass surrender” of Ukrainian troops near Pokrovsk, a key city in the Donetsk region that has faced intense Russian pressure in recent months. The TsPD noted that these videos often feature captions in various foreign languages, indicating they target international audiences.
The accounts distributing this content show hallmarks of a coordinated network specifically created to promote Kremlin narratives to foreign audiences. The sophistication of these networks suggests significant resources being devoted to Russia’s information warfare efforts.
This escalation in AI-generated propaganda comes as militaries worldwide grapple with the implications of artificial intelligence in modern warfare. While physical combat continues along the frontlines, these information operations represent a parallel battlefield where perception and morale are the primary targets.
Media literacy experts warn that as AI technology becomes more advanced and accessible, distinguishing genuine content from sophisticated fakes will become increasingly challenging for the general public. They recommend heightened skepticism toward dramatic footage from conflict zones, particularly when shared through social media platforms without verification from reputable news sources or official government channels.
The Ukrainian government continues to counter these efforts through its disinformation centers and by maintaining transparent communication about the actual situation on the ground.
