Russian Occupiers Hold “Kharkiv Spring” Exhibition to Justify War and Promote Territorial Expansion

Russian occupation authorities have organized a propaganda exhibition called “Kharkiv Spring” across six temporarily occupied Ukrainian cities, including Luhansk and Donetsk, according to a report from the Center for Countering Disinformation (CCD) of Ukraine’s National Security and Defense Council.

The exhibition appears designed to legitimize Russia’s ongoing military aggression and promote future occupation plans targeting Kharkiv and the surrounding region. This represents the latest in a series of information operations aimed at justifying Russia’s territorial ambitions in eastern Ukraine.

Attendees at the propaganda events included Russian occupation officials, self-described participants in what Russia calls its “special military operation,” and Ukrainian collaborators who fled the Kharkiv region for Russian-controlled territory following Ukraine’s successful counteroffensive in the area in 2022.

“By spreading Kremlin clichés about the so-called ‘Russian Spring,’ which in reality was only an ideological cover for the Russian occupation of Ukrainian territories in 2014, as well as about the fabricated atrocities of the ‘Kyiv junta,’ the occupiers are trying to justify the war against Ukraine and the crimes of the Russian military,” the CCD report states.

The term “Russian Spring” refers to the narrative Moscow created during its 2014 annexation of Crimea and initial invasion of eastern Ukraine, framing its military operations as a popular uprising against the Ukrainian government. Security experts note this narrative has been consistently disproven by evidence showing direct Russian military involvement in those operations.

These propaganda exhibitions represent part of a broader strategy to reshape reality for Ukrainians living under occupation. Through constant exposure to controlled messaging, occupation authorities attempt to instill anti-Ukrainian sentiment and create acceptance of Russian rule, according to Ukrainian intelligence assessments.

Kharkiv holds particular strategic and symbolic importance in the conflict. As Ukraine’s second-largest city, located just 40 kilometers from the Russian border, it has been subjected to constant bombardment but remained under Ukrainian control throughout the full-scale invasion. Russian forces briefly occupied parts of Kharkiv region in early 2022 before being pushed back by Ukrainian defenders.

The targeting of Kharkiv in Russian propaganda aligns with recent statements by Russian officials and military bloggers suggesting the city remains a key objective in Moscow’s war aims. Military analysts note that capturing Kharkiv would represent a significant propaganda victory for the Kremlin, which has struggled to achieve its stated objectives in Ukraine.

The CCD report also highlighted related disinformation efforts, including the circulation of videos featuring “testimonies” from Russian prisoners of war who returned from Ukrainian captivity. These accounts typically contain allegations designed to portray Ukraine negatively while deflecting attention from documented Russian war crimes.

In Kharkiv itself, Russian propaganda operations have recently spread false claims about “national resistance” to Ukrainian mobilization efforts, according to the regional Territorial Recruitment Center. Such narratives aim to undermine Ukrainian military recruitment and sow discord between citizens and authorities.

These information operations occur against the backdrop of Russia’s intensifying military campaign in eastern Ukraine, where forces have made incremental gains in recent months while suffering significant casualties.

Ukrainian officials continue to warn about the dual threat posed by Russian kinetic and information warfare, emphasizing that propaganda exhibitions like “Kharkiv Spring” represent a crucial component of Moscow’s strategy to justify continued aggression and prepare the information space for potential future military operations.
