Pro-Maduro Propaganda Machine Recycles U.S. Political Statements to Validate Predetermined Narratives

Venezuela’s government propaganda apparatus has developed a sophisticated strategy to exploit political divisions within the United States, according to an investigation by La Hora de Venezuela. The final installment of their “People or Script” series reveals how Nicolás Maduro’s communications ministry systematically repurposes American political statements and media coverage to support pre-written propaganda narratives.

The investigation uncovered internal messaging documents distributed through “Siscom,” the Venezuelan Ministry of People’s Power for Communication and Information (Mippci) messaging system. These documents reveal how government officials coordinate large-scale information campaigns across nearly 40,000 users in approximately 600 Siscom groups.

On September 1, Maduro claimed during an international press conference that “The Miami mafia has seized political power in the White House and the State Department; they have imposed their extremist Miami-centric vision.” This statement wasn’t improvised but followed talking points already circulated through Siscom as part of a campaign titled “Venezuela Is Not a Threat; Venezuela Is Hope.”

The investigation obtained several propaganda playbooks distributed between March and September 2025. These materials show how Mippci designs and disseminates narrative “lines” that deliberately seek to amplify divisions in American politics, particularly between the “Miami lobby” versus “America First” and MAGA factions, while promoting U.S. isolationism.

A key tactic involves rapidly amplifying statements from U.S. political figures that align with pre-written Venezuelan government narratives. For example, when Democratic Representative Jim McGovern announced a resolution to halt what he called “crazy escalations” against Venezuela, Telesur journalist Madelein García immediately translated and shared his statement, generating over 10,000 views on X. McGovern’s comments echoed talking points from an August 29 Siscom playbook that included phrases like “Rubio doesn’t speak for MAGA; he speaks for the war lobbies.”

Similarly, when Democratic Senator Chuck Schumer questioned whether U.S. policy toward Venezuela aligned with America First principles, pro-Maduro outlets portrayed this as confirmation of their predetermined narrative about divisions in Washington. Schumer’s statement matched playbook lines such as “Trump promised to prioritize U.S. interests over military adventures” and “War impoverishes the people.”

The propaganda machine also targets internal Republican divisions. One Siscom playbook specifically outlines a strategy to create “brief, direct material that connects with the MAGA audience” while driving wedges between Marco Rubio and Trump supporters. It includes scripted phrases like “Rubio doesn’t speak for MAGA; he speaks for the war lobbies” and “Trump defends America First; Rubio defends his interests first.”

The investigation also revealed how Maduro’s propaganda apparatus exploits American media coverage. When The New York Times published a photo essay about life continuing normally in Caracas despite U.S. military deployment in the Caribbean, pro-government channels quickly amplified it as validation for their narrative of “normality and peace.” This aligned with a Siscom directive that “Psychological warfare is defeated with images of peace, discipline, and normality.”

Another Times article compiling criticism about claims attributed to opposition leader María Corina Machado was immediately weaponized by pro-Maduro networks. Screenshots were shared by a coordinated propaganda operation to reinforce a narrative already outlined in Siscom documents: discrediting Machado as pushing disinformation to encourage U.S. intervention.

The investigation highlights the challenges of journalism in Venezuela, where legal instruments like laws “against hate,” “against fascism,” and “against the blockade” create a hostile environment for press freedom. By documenting these propaganda tactics, La Hora de Venezuela has provided rare insight into how the Maduro regime manipulates information to maintain power.
