North Carolina Senate Leader Concedes After Razor-Thin Primary Defeat

Phil Berger, the longtime Republican leader of the North Carolina Senate, conceded his primary race Tuesday after a second recount confirmed his defeat by just 23 votes, bringing an end to his influential tenure in the state legislature and signaling a major political shift in a key battleground state.

“While this was a close race, the voters have spoken, and I congratulate Sheriff Page on his victory,” Berger said in a statement after the recount confirmed Rockingham County Sheriff Sam Page had won the District 26 Republican primary. Unofficial state election results showed Page with 13,135 votes to Berger’s 13,112.

Berger’s defeat represents one of the most significant political upsets in recent North Carolina history. The powerful Republican has led the Senate since 2011 and has been instrumental in reshaping the state’s political landscape. His loss is particularly surprising given that former President Donald Trump had endorsed him, and fellow Republicans had reportedly urged Page to drop his primary challenge.

“Over the past 15 years, Republicans in the General Assembly have fundamentally redefined our state’s outlook and reputation. It has been an honor to play a role in that transformation,” Berger wrote in his concession statement.

The contest between Berger and Page had been extraordinarily tight from the outset. On primary election night, unofficial results showed Page leading by just two votes out of more than 26,000 cast in the district, which includes part of Greensboro and neighboring areas.

As election boards in Guilford and Rockingham counties reviewed provisional and absentee ballots, Page’s lead expanded slightly. Multiple recounts were conducted at Berger’s request, and his campaign filed formal protests, but the final hand recount Tuesday morning showed no change in Page’s 23-vote margin.

In a notable display of political resilience, Page managed to defeat one of the state’s most powerful politicians despite being massively outspent. Campaign finance reports indicated Berger’s campaign outspent Page’s by more than 40-to-1 through mid-February. This figure doesn’t include several million dollars that a pro-Berger independent expenditure group invested in mailers and advertising.

Page, responding to Berger’s concession, called for party unity ahead of the general election. “I thank him for wishing me the best moving forward,” Page said in a statement. “Now it’s time for our community to come together and focus on winning in November.”

The sheriff will now advance to the November general election against Democrat Steve Luking in the traditionally Republican-leaning district. Berger had previously defeated Luking in the 2024 election.

Berger will remain in office until January, continuing to preside over the state Senate through the upcoming legislative session. “Looking ahead, I remain committed to working with my colleagues in the short session to ensure North Carolina continues to be the best state in the nation in which to live, work, raise a family, and retire,” he said.

The leadership vacuum created by Berger’s impending departure has significant implications for North Carolina politics. State senators will select a new chamber leader in early 2027, potentially signaling a shift in policy priorities for the Republican-controlled legislature.

The upset comes at a particularly sensitive time in North Carolina politics. The state legislature recently redrew U.S. House district maps in an effort to flip Democrat-held seats, part of the broader Republican strategy to maintain their narrow majority in the U.S. House of Representatives in the upcoming midterm elections.

North Carolina remains one of the nation’s most consequential political battlegrounds, with competitive races at all levels of government. The shake-up in state Senate leadership adds another layer of uncertainty to an already dynamic political environment in this pivotal swing state.
