Minneapolis Police Chief Criticizes Federal Immigration Officers After Controversial Arrest Attempt

Minneapolis Police Chief Brian O’Hara has publicly criticized federal immigration agents following a confrontation where an Immigration and Customs Enforcement (ICE) officer was seen kneeling on a woman’s back as she lay on a snow bank before attempting to drag her to a vehicle.

The incident, which occurred Monday near a Somali business district in Minneapolis, was captured on video by onlookers who can be heard shouting at agents to release the woman, claiming she was pregnant and couldn’t breathe.

“We have been training our officers for the last five years very, very intensely on de-escalation,” O’Hara said during a Tuesday news conference. “But unfortunately that is not, that is often not what we are seeing from other agencies in the city.”

According to O’Hara, city police were called to the scene by a federal agent requesting assistance. Upon arrival, Minneapolis officers did not observe violence against federal officers and chose to leave in an effort to de-escalate the situation. The police chief suggested that “other law enforcement agencies” were using “questionable methods.”

She claimed she was shoved back by an officer when she tried to ask the woman’s name and that agents sprayed chemical irritants at the crowd.

Department of Homeland Security assistant secretary Tricia McLaughlin offered a different account, stating that federal officers were targeting a vehicle when protesters “threw rocks, chunks of ice, assaulted officers and used pepper spray” against them. According to McLaughlin, officers attempted to arrest the woman because she “rushed an ICE vehicle and attempted to vandalize it,” but abandoned the arrest after being surrounded by protesters.

McLaughlin added that officers sustained multiple injuries including cuts, and two people were charged with assaulting federal officers and remain in custody.

Former Minnesota state legislator Hodan Hassan expressed concern about escalating enforcement tactics. “The first week, they were not very aggressive. They were stopping people. Second week, we saw them really aggressive,” she said.

The incident occurred just two miles from where George Floyd was killed in 2020 by a Minneapolis police officer who knelt on his neck – an event that sparked nationwide protests demanding racial justice and police reform.
