Miami Judge Clears Way for Trump Presidential Library on Valuable Downtown Land

A Miami judge has dismissed a legal challenge that sought to block Miami Dade College from donating prime downtown real estate for former President Donald Trump’s future presidential library, removing a significant obstacle to the development of what promises to be a landmark structure in the city’s skyline.

Circuit Judge Mavel Ruiz ruled Thursday in favor of the college, dismissing a complaint filed by local activist Marvin Dunn, a retired professor and chronicler of Black history. Dunn had argued the college’s board violated Florida’s open government law by failing to provide adequate public notice before voting in September to give away the nearly 3-acre property.

The contested site represents one of the last undeveloped parcels along a prestigious stretch of Biscayne Boulevard. Officially valued at $67 million in a 2025 county assessment, real estate experts suggest the palm tree-lined property could command a price tag in the hundreds of millions on the open market, highlighting the extraordinary value of the donation.

Judge Ruiz had initially sided with Dunn in October, temporarily blocking the land transfer while scheduling a trial for August next year. However, her final ruling came after the college board conducted a second vote on the land donation during a contentious four-hour public meeting earlier this month, which the judge determined had remedied any potential procedural violations.

“This court is not deciding whether this is wise, whether the transaction is appropriate for one president or another, or for a library, or for a petting zoo. That is not what the court is here to decide,” Ruiz stated, emphasizing that her decision was based solely on the narrow legal questions regarding compliance with open government requirements.

The ruling clears a path for the Trump family to move forward with development plans for what could become a defining architectural feature of Miami’s skyline. The property was transferred from the college to a fund controlled by Republican Governor Ron DeSantis and the Florida Cabinet, who subsequently deeded it to the Trump library foundation.

The foundation’s leadership includes three trustees: Eric Trump, Michael Boulos (Tiffany Trump’s husband), and James Kiley, the former president’s attorney. Eric Trump has already made ambitious promises about the project, stating it will be “one of the most beautiful buildings ever built” and “an icon on the Miami skyline.”

Under current zoning regulations, the property could accommodate a towering structure, potentially in line with the luxury condominiums that define much of Miami’s waterfront. One local real estate expert described the site as a potential “cash cow,” given its location and development potential.

Jennifer Hernandez, representing the college, maintained throughout proceedings that the board had followed proper procedures but argued any alleged violations were “fully cured” following the second vote. “The board has redone the vote just as plaintiff asked, and has considered this anew, truly deliberated on it and has again conveyed the land to the state,” Hernandez said.

Despite ruling against him, Judge Ruiz acknowledged Dunn’s personal sacrifice in pursuing the case. Dunn had leveraged his home to pay a court-ordered bond as part of the terms for the temporary injunction. Ruiz described him as someone “willing to put themselves, their money and their home on the line for the better good,” adding, “and I thank you.”

The dismissal of the lawsuit removes a significant hurdle for the library project, though it remains to be seen how quickly development might proceed. Presidential libraries typically involve complex planning processes, fundraising efforts, and coordination with the National Archives and Records Administration, which oversees the presidential library system.

The Trump library would join those of other former presidents, though its location in downtown Miami rather than Trump’s home state of New York or his adopted state of Florida represents a departure from tradition. The valuable waterfront location also distinguishes it from many other presidential libraries, which are often built on university campuses or in less commercially valuable locations.
