A member of the House Freedom Caucus has proposed groundbreaking legislation that would fundamentally transform the U.S. legal immigration system, shifting away from family-based immigration toward a merit-based approach prioritizing national interests.

Representative Andy Ogles, Republican from Tennessee, is spearheading the bill that would represent the most significant legal immigration overhaul in decades. The proposed legislation aims to reorient American immigration policy to serve what the bill describes as “the economic, cultural, and security interests of the United States as determined by Congress.”

The bill would drastically curtail chain migration, which allows immigrants to sponsor relatives for residency, and eliminate the diversity visa lottery program. Currently, this program allocates 55,000 immigrant visas annually to applicants from countries with historically low immigration rates to the United States.

“All immigration to the United States shall serve the economic, cultural, and security interests of the United States as determined by Congress,” states the draft legislation obtained exclusively by Fox News.

The proposed changes would effectively reverse key elements of the Immigration and Nationality Act of 1965, commonly known as the Hart-Celler Act. This landmark legislation dismantled immigration quotas that had previously favored Northern and Western Europeans, opening pathways for immigrants from Asia, Latin America, Africa, and Eastern Europe.

Ogles has been openly critical of the Hart-Celler Act. In December 2025, he posted on social media that the law “scrapped the highly effective national-origins quota system and replaced it with an immigration regime built to favor third-world migration.”

Under the proposed legislation, prospective immigrants would face significantly more rigorous vetting procedures and expanded “good moral character requirements.” The bill would disqualify individuals with gang affiliations and prior arrests for domestic violence or driving under the influence, even without convictions.

Other potential disqualifying factors include any immigration violations such as visa overstays, misuse of public benefits, and tax delinquency. The mandatory vetting process would incorporate enhanced background checks, social media reviews, and in-person interviews to confirm applicants meet these stricter standards.

While Republicans have traditionally taken a hardline stance on illegal immigration, a growing faction of conservatives has increasingly questioned aspects of legal immigration as well. This bill represents one of the most comprehensive attempts to reshape legal immigration policy in recent years.
