A congressional candidate in Texas’ 7th District is raising concerns about the state’s open primary system, suggesting it may enable Democrats to infiltrate Republican primaries by running candidates who appear to align with GOP values but have questionable partisan loyalties.
Alexander Hale, who is seeking the Republican nomination, has voiced suspicions about his opponent Alexander Kalai’s political affiliations after discovering that Kalai’s family has a history of supporting prominent Democrats financially.
“I was simply looking up my opponent’s information. And I saw on Transparency USA that his father had given thousands to Beto and other top Democrats,” Hale told reporters, referring to Beto O’Rourke, the former Democratic representative who unsuccessfully ran for Senate and governor in Texas.
Federal Election Commission records confirm that Kalai’s father, Bashar Kalai, has consistently donated to Democratic candidates and causes, including Hillary Clinton, Senator Tim Kaine, and the House Majority PAC, which is controlled by Democratic leadership in the House of Representatives.
The elder Kalai, president and CEO of Amerapex, a Houston-based technology and engineering company, has now contributed $3,500 to his son’s Republican campaign—the maximum amount allowed by federal law for a primary election. This apparent shift in political support has prompted Hale to question his opponent’s true political allegiances.
“I’d love to hear an explanation as to why someone comes out of the blue with all this blue money and says, ‘Hey, I’m a Republican. You’ve never heard of me. I’ve never voted in a primary, but I’m the Republican you need,'” Hale remarked. “It doesn’t make sense.”
Texas is among 14 states that employ an open primary system, which allows candidates to declare their party affiliation without having previously registered with that party. Critics argue this system can be vulnerable to strategic manipulation, where candidates might enter a race to dilute support for other contenders or to influence the outcome in favor of the opposing party.
While Kalai’s campaign website presents traditionally Republican positions on issues like school choice, protecting women’s sports, and economic deregulation, Hale remains skeptical. Kalai did not respond to requests for comment regarding his political positions or his family’s history of Democratic support.
Campaign finance records show that Kalai has largely self-funded his campaign, contributing $134,000 of the total $182,000 raised. He lists his source for these donations as “self-employed.”
Hale expressed concerns that in open primary systems, financial resources can disproportionately influence outcomes by helping less-known candidates establish credibility with voters. “Money buys attention. In open primaries, we end up in a situation where whoever has the most money—it feels like whoever has the most money wins,” he said.
The situation highlights broader questions about the integrity of open primary systems and whether they effectively serve their intended purpose of giving voters more choices. Supporters of closed primaries argue they ensure that party nominees better represent core party values and are selected by voters committed to the party’s platform.
“I don’t think it’s too much of a stretch to say, well, ‘shouldn’t we only have Republicans electing Republicans and Democrats only electing Democrats?'” Hale suggested.
The Republican primary for Texas’ 7th Congressional District will take place on Tuesday, with five candidates, including Hale and Kalai, vying for the nomination. The winner will challenge incumbent Democratic Representative Lizzie Fletcher in the November general election.
This race exemplifies the tensions that can emerge in competitive districts where both parties see opportunities for victory, and where questions about candidate authenticity and party loyalty can become significant campaign issues.
