Department of Justice Investigates Church Protest as ICE Official’s Dual Role Raises Questions

Federal officials have launched an investigation after protesters disrupted a church service in Minnesota where a local Immigration and Customs Enforcement (ICE) leader reportedly serves as pastor, highlighting escalating tensions around immigration enforcement in the region.

The incident occurred at Cities Church in St. Paul, where demonstrators chanted “ICE out” and “Justice for Renee Good,” referring to a 37-year-old mother of three who was fatally shot by an ICE agent in Minneapolis earlier this month. The protest was livestreamed on social media by Black Lives Matter Minnesota, one of the organizing groups.

Protesters allege that David Easterwood, listed as a pastor at Cities Church, simultaneously serves as the acting director of ICE’s St. Paul field office. Court records and previous public appearances appear to confirm this dual role. According to demonstrators, Easterwood oversees immigration operations that have faced criticism for allegedly employing aggressive tactics and conducting unlawful arrests throughout the Minneapolis-St. Paul area.

The U.S. Department of Justice swiftly responded to the church disruption. Assistant Attorney General Harmeet Dhillon announced an investigation into potential federal civil rights violations, stating on social media that “a house of worship is not a public forum for your protest” and is “protected from exactly such acts by federal criminal and civil laws.” Attorney General Pam Bondi similarly warned that violations of federal law would be prosecuted.

ICE condemned the protesters’ actions in strong terms, claiming that “agitators aren’t just targeting our officers. Now they’re targeting churches, too. They’re going from hotel to hotel, church to church, hunting for federal law enforcement who are risking their lives to protect Americans.”

However, activists involved in the protest have pushed back against this characterization. Nekima Levy Armstrong, a participant and leader of the Racial Justice Network, dismissed the DOJ investigation as “a sham and a distraction” from what she described as harmful actions by federal agents in the community.

“When you think about the federal government unleashing barbaric ICE agents upon our community and all the harm that they have caused, to have someone serving as a pastor who oversees these ICE agents, is almost unfathomable to me,” said Armstrong, who identified herself as an ordained reverend. She argued that those more concerned about the church disruption than about alleged abuses by immigration authorities “need to check their theology and their hearts.”

The controversy unfolds amid what protesters describe as intensified immigration enforcement activities in the Twin Cities. In a January 5 court filing, Easterwood defended ICE’s controversial tactics, including agents swapping license plates and using chemical irritants on protesters. He testified that crowd control devices like flash-bang grenades were necessary to protect agents facing what he described as increased threats and aggression.

Easterwood wrote in the filing that he was “unaware of agents knowingly targeting or retaliating against peaceful protesters or legal observers with less lethal munitions and/or crowd control devices.” It remains unclear whether Easterwood was present during the disrupted church service on Sunday.

Monique Cullars-Doty, co-founder of Black Lives Matter Minnesota, questioned the priorities reflected in the DOJ’s response. “If you got a head — a leader in a church — that is leading and orchestrating ICE raids, my God, what has the world come to?” she asked. “We can’t sit back idly and watch people go and be led astray.”

Cities Church did not respond to requests for comment on Sunday evening.

The incident highlights growing tensions between immigration enforcement agencies and community activists in Minnesota, as well as broader national debates about the methods and impact of immigration enforcement operations under the current administration.
