Kyiv Official Faces Potential Charges for Misleading Bridge Safety Post

Kyiv City State Administration has formally requested police intervention regarding a controversial social media post by Maksym Bahmatov, head of the Desnianskyi District State Administration, concerning the Paton Bridge. The administration alleges that Bahmatov’s February 27 Facebook post contained misleading information about new driving rules for the historic bridge, potentially causing public confusion.

The post, which featured an infographic suggesting drivers should keep windows open, seat belts unfastened, and door locks disengaged when crossing the bridge, was accompanied by the caption: “Informal information. The bridge has been in an emergency state since 2015.”

City officials claim the design of Bahmatov’s materials closely resembled official city communications, including municipal symbols, which could lead residents to believe the information came from authorized sources. The misleading graphic quickly gained traction across social media platforms and messaging applications.

“This banner is false, and its design could create the impression of official information and mislead residents,” stated the KCSA Press Service in their announcement. “The design of the material contained elements reminiscent of city symbols. In addition, the message was actively spread on social networks and messaging apps.”

The administration has asked law enforcement to evaluate Bahmatov’s actions under Article 173-1 of Ukraine’s Code of Administrative Offenses, which addresses the spreading of false information. If found in violation, Bahmatov could face administrative penalties as provided by Ukrainian law.

One day before filing the police complaint, city authorities had already publicly denounced the infographic as fake news. The administration clarified that while restrictions do exist for the bridge, they are limited to a prohibition on freight transport, installation of fluid-filled barriers, a ban on using the outer lanes, and implementation of 24-hour structural monitoring alongside ongoing maintenance work.

Infrastructure safety has become a particularly sensitive issue in Ukraine amid the ongoing war with Russia, which has targeted critical infrastructure throughout the country. Misinformation regarding the structural integrity of vital transportation links can create unnecessary public anxiety during an already tense period.

The Paton Bridge holds significant historical and practical importance for Kyiv. Completed in 1953 and named after renowned Soviet scientist Evgen Paton, it was the world’s first fully welded bridge spanning more than 1.5 kilometers. The structure underwent substantial reconstruction in 2004 when tram tracks were removed, and has since been subject to regular maintenance on various sections.

While the bridge has operated under certain restrictions for years, it remains a crucial transportation artery connecting the left and right banks of the Dnieper River in Ukraine’s capital. Daily, thousands of commuters rely on the crossing, making accurate information about its status a matter of public interest.

As of publication, Bahmatov has not publicly responded to the administration’s actions or provided clarification regarding his controversial post. The incident highlights growing tensions between district and city-level officials in Kyiv’s complex municipal governance structure.
