Canadian Citizen Pleads Guilty to Falsely Registering to Vote in U.S. Elections
A 70-year-old Canadian national has pleaded guilty to falsely claiming U.S. citizenship on voter registration applications in North Carolina, according to a statement released by the Department of Justice. Denis Bouchard admitted to submitting fraudulent applications in both 2022 and 2024 in attempts to vote in American elections, including the upcoming 2024 presidential contest.
Court documents cited by the U.S. Attorney’s Office for the Eastern District of North Carolina reveal that Bouchard has resided in the United States since the 1960s but never obtained American citizenship during his decades-long stay in the country. Despite his non-citizen status, Bouchard falsely certified himself as a U.S. citizen on official voter registration forms.
“This shows that our elections remain under attack from aliens,” said U.S. Attorney Ellis Boyle, who was appointed to his position last August. “We will not tolerate noncitizens lying to illegally vote here in North Carolina. Every eligible citizen should have confidence that an alien voting illegally will get sniffed out and prosecuted.”
The case comes amid heightened national attention on election integrity ahead of the 2024 presidential race. While documented cases of non-citizen voting remain statistically rare in U.S. elections, the issue has become politically charged, with various states implementing stricter verification procedures for voter registration.
Boyle emphasized the significance of election integrity by referencing a recent close local race in North Carolina. “As seen as recently as Tuesday, every single vote counts because the difference between winning and losing can come down to two votes,” he stated, pointing to a sheriff’s contest in Rockingham County where the incumbent initially led by just two votes, though that margin later increased.
The FBI, which participated in the investigation, stressed its ongoing commitment to protecting the electoral process. “This case is a testament to the FBI’s commitment to working with our partners in North Carolina to arrest and prosecute anyone who illegally participates in our democratic process,” said Reid Davis, the FBI Special Agent in Charge in North Carolina.
Davis added that the bureau would “fully investigate any individual who attempts to subvert our upcoming 2026 elections,” signaling continued vigilance regarding election security in future contests.
The case highlights the complex intersection of immigration and voting rights in the United States. Federal law explicitly prohibits non-citizens from voting in federal elections, with violations carrying serious penalties. However, a small number of municipalities across the country have permitted non-citizen residents to vote in certain local elections, creating a patchwork of regulations that can sometimes cause confusion.
Bouchard now faces significant legal consequences for his actions. Though sentencing has not yet occurred, each count carries a maximum penalty of five years imprisonment, potentially resulting in a decade behind bars if he receives consecutive sentences.
The prosecution comes as part of broader efforts by federal authorities to maintain election integrity through enforcement actions. The Justice Department has previously announced that ensuring free and fair elections remains a top priority, with special attention to protecting voting rights while simultaneously preventing fraud.
North Carolina, like many swing states, has been at the center of debates over voter ID requirements, registration procedures, and other election administration policies in recent years. This case may fuel ongoing discussions about the balance between accessibility and security in the state’s election system as the 2024 presidential election approaches.

This case highlights the need for vigilance in protecting the integrity of elections. While noncitizen voting is unacceptable, we must ensure our responses are fair, lawful and do not unfairly target eligible voters. Balanced reforms, not partisan grandstanding, should be the goal.
Troubling to hear about this case of voter fraud. Noncitizens should not be voting in U.S. elections. However, we need to ensure the integrity of the electoral process without unfairly disenfranchising eligible voters. Careful investigation and fair prosecution are key.
I agree, protecting the democratic process is critical. But this seems like an isolated incident – we shouldn’t overreact or make sweeping claims about widespread issues. The justice system appears to be working as intended here.
It’s good that this attempted voter fraud was detected and prosecuted. But we must be careful not to overstate the scale of the problem or undermine confidence in the electoral process. Robust checks and balances, not inflammatory rhetoric, are the best way forward.
Voter fraud, even in isolated incidents, is a serious issue that must be addressed. However, we should be cautious about making sweeping generalizations or inflammatory claims without strong evidence. Maintaining faith in democratic processes requires a calm, fact-based approach from all sides.
Absolutely. Hyperbole and finger-pointing rarely lead to constructive solutions. The focus should be on strengthening election security through measured, nonpartisan reforms – not political theater. Restoring trust in the system is the ultimate aim.
Voter fraud is a serious issue that undermines the foundations of democracy. While this specific case seems concerning, I hope the authorities investigate thoroughly and apply the law evenhandedly. We must safeguard the integrity of elections for all eligible citizens.
Agreed, this highlights the importance of secure voting systems and citizenship verification. But we should avoid knee-jerk reactions or unsubstantiated claims. Measured, evidence-based responses are needed to address real issues without creating unnecessary divisions.
Voter fraud, even in isolated cases, is a serious matter that deserves scrutiny. However, we should ensure our response is proportionate and fact-based, not driven by political agendas. Maintaining trust in democratic institutions is crucial, even as we work to strengthen election security.
Well said. Nuance and objectivity are essential when discussing such a sensitive issue. Knee-jerk accusations or exaggerations could do more harm than good. A measured, evidence-based approach focused on improving systems and processes is the wisest path forward.
