Russian authorities reported that a massive fire broke out at a shopping center in the southern city of Rostov-on-Don early Tuesday morning, killing at least 15 people and injuring dozens more.
The blaze, which began around 6:30 a.m. local time, quickly engulfed the three-story Stroypark shopping complex, which houses numerous home improvement and construction material stores. According to Russia’s Emergency Situations Ministry, the fire spread to cover nearly 10,000 square meters (108,000 square feet).
“The fire spread rapidly due to the presence of highly flammable construction materials and paints stored inside the building,” said Alexander Kuznetsov, head of the regional emergency services. “Many of the victims were store employees who had arrived early to prepare for the day’s business.”
Rescue operations continued throughout the day as firefighters battled the intense flames. More than 240 emergency workers and 50 vehicles were deployed to the scene, with additional support from nearby municipalities.
Witnesses described hearing several explosions before seeing thick black smoke billowing from the building. “I was just arriving to open my shop when I heard a loud boom, and then another. People started running out in panic,” said Mikhail Sorokin, who operates a small business in an adjacent building.
Regional Governor Vasily Golubev declared a state of emergency and announced that families of the deceased would receive compensation of 1 million rubles (approximately $10,000), while those injured would receive varying amounts based on the severity of their injuries.
“This is a terrible tragedy for our city,” Golubev said during a visit to the site. “We will conduct a thorough investigation to determine the cause and ensure those responsible are held accountable.”
The Investigative Committee of Russia has launched a criminal probe into possible safety violations. Preliminary reports suggest the fire may have started due to an electrical malfunction in one of the stores.
This incident marks one of the deadliest commercial building fires in Russia in recent years. In 2018, a fire at the Winter Cherry shopping mall in Kemerovo killed 60 people, leading to nationwide inspections of commercial properties.
Safety experts have long expressed concerns about compliance with fire regulations in Russian commercial buildings. Alexander Chupriyan, a fire safety consultant, noted that “many older shopping centers were constructed before current safety standards were implemented, and renovations don’t always address fundamental structural issues.”
Local hospitals reported treating 41 people for injuries, with 12 in serious condition suffering from smoke inhalation and burns. Medical teams from neighboring regions were called in to assist with the emergency response.
The shopping center, built in the early 2000s, had undergone partial renovations in 2019, but questions remain about whether the work included updated fire safety systems. Records indicate the building’s last official fire safety inspection was conducted in 2022, though the results of that inspection have not been made public.
Business owners affected by the fire gathered near the site as the blaze was being contained, many expressing concerns about their livelihoods. “I’ve lost everything,” said Elena Petrova, who owned a small hardware store in the complex. “We had just restocked for the spring season.”
City officials have announced plans to provide temporary commercial spaces for displaced businesses and are coordinating with insurance companies to expedite claims processing.
As investigations continue, this tragedy highlights ongoing challenges with building safety enforcement across Russia and raises questions about the effectiveness of regulatory oversight in commercial properties.
