In a firm rebuttal of circulating rumors, Ukraine’s Center for Countering Disinformation (CCD) has officially denied reports claiming authorities plan to lower the mobilization age and conscript students into military service.

The CCD, operating under Ukraine’s National Security and Defense Council, characterized these widely shared messages as part of a targeted information and psychological operation by Russian forces aimed at destabilizing the country’s internal situation, according to Ukrainian National News (UNN).

“In fact, as of today, no decisions have been made or are being prepared to lower the mobilization age in Ukraine. The relevant statements have no factual basis whatsoever,” the CCD stated in its official response.

The disinformation campaign appears to have originated from photographs of alleged announcements posted at an agricultural college. These fabricated notices referred to an “updating of military registration data” for students scheduled between December 22 and 30, creating significant concern among the student population and their families.

Following an investigation, CCD specialists confirmed that no such announcements appeared on either the official website of the mentioned educational institution or its social media channels. This discovery strongly suggests that the visual identity of the institution was deliberately forged to lend credibility to the false claims.

This incident represents the latest in a series of Russian information warfare tactics targeting Ukrainian society. Similar disinformation campaigns have intensified since the beginning of Russia’s full-scale invasion, with particular focus on mobilization efforts – a sensitive topic that naturally generates public anxiety.

Ukraine’s mobilization processes have been under significant public scrutiny throughout the war, with the government making several adjustments to its conscription policies as the conflict has progressed. The spread of false information about these processes appears calculated to exploit existing tensions and concerns.

Security experts note that such disinformation campaigns typically spike during periods of heightened military activity or around significant policy decisions. By targeting young people specifically, these operations aim to create division between Ukraine’s younger generation and state institutions.

“The main goal of such campaigns is to sow panic among young people and their parents, while undermining trust in government institutions,” the CCD emphasized in its statement. “These operations are designed to incite fear and discredit legitimate mobilization processes that are essential for Ukraine’s defense.”

The CCD has urged citizens to verify information through official government channels before sharing potentially misleading content on social media. This incident highlights the ongoing information battle that runs parallel to the physical conflict, with Ukrainian authorities increasingly focused on quickly identifying and countering false narratives.

Ukraine has established several mechanisms to combat Russian disinformation since 2014, but these efforts have intensified significantly following the 2022 invasion. The CCD regularly monitors information space for coordinated inauthentic behavior and publishes debunking materials through official channels.

This latest incident follows a similar case earlier this month when the National Security and Defense Council refuted reports claiming there were 360,000 Russian troops stationed in Belarus – another example of false information apparently designed to create fear and uncertainty among Ukrainians.

As the war approaches its third year, Ukrainian officials continue to stress the importance of information resilience among the population, recognizing that maintaining societal cohesion remains crucial to the country’s overall defense strategy.
