Ukraine Accuses Russia of Disinformation Campaign in India

A diplomatic row has erupted in New Delhi after the Ukrainian Embassy accused Russia of orchestrating a sophisticated disinformation campaign on Indian soil. The dispute centers on claims about detained Ukrainian citizens that Kyiv categorically dismisses as fabricated and politically motivated.

In a strongly worded statement, the Ukrainian Embassy directly criticized remarks attributed to the Russian Foreign Ministry, describing them as part of a broader attempt to manipulate narratives and interfere in India’s internal processes.

“Recently, Russia’s Ministry of Propaganda, which also masquerades as its Ministry of Foreign Affairs, issued a comment by its so-called ‘official representative’ regarding the detention of Ukrainian citizens in India,” the embassy stated, setting a confrontational tone.

According to Ukrainian officials, allegations about Ukrainian “terrorists” operating in India are entirely baseless. The embassy claims that “Kremlin-linked provocateurs” passed fabricated information to Indian authorities, characterizing it as “a deliberate disinformation operation typical of the Russian special services.”

The accusations extend beyond simple misinformation. Ukraine has charged Moscow with attempting to use India as a pawn in its geopolitical strategy, calling such an approach “not merely mistaken – it is outright insulting to a nation with a millennia-old civilizational tradition, a strong democratic system, and independent institutions.”

The statement emphasizes that such assumptions reflect “a profound disregard for India’s sovereignty” and demonstrate a failure to understand that India’s judicial system “neither can nor will operate on the basis of external political instructions.”

In a pointed comparison, the Ukrainian embassy contrasted India’s judiciary with Russian courts, specifically mentioning Moscow’s Khamovnichesky and Lefortovsky district courts, which it described as “widely known for politically motivated verdicts, grave human rights abuses, and contempt for international law.”

The embassy also referenced international legal actions against Russia’s leadership, noting the arrest warrant issued by the International Criminal Court against Vladimir Putin in March 2023 for alleged war crimes, particularly related to the “unlawful deportation and forcible transfer of population, especially children, from the temporarily occupied territories of Ukraine to Russia.”

Ukrainian officials further accused Russia of exporting instability through private military networks like the Wagner Group, which has faced European Union sanctions since 2021 for human rights abuses and regional destabilization. The statement highlighted how these sanctions have expanded since Russia’s full-scale invasion of Ukraine.

The embassy also drew attention to Russia’s defense cooperation with Myanmar despite international condemnation of the military coup there. “Against this background, particular attention should be paid to Russia’s role as one of the key suppliers of arms to Myanmar’s military structures, which objectively affects the level of tension and the broader security situation in the region,” the statement noted.

Contradicting the allegations, the Ukrainian embassy cited statements from Indian law enforcement that appear to undermine the claims. It referenced remarks by Stephen Lalrinawma, Superintendent of Police, CID (Special Branch), Mizoram Police, who reportedly stated that despite enhanced border surveillance, “no suspects had been intercepted” and “no terror-related activity had been detected.”

“These statements are important because they do not substantiate the allegations being circulated and point to the absence, at this stage, of any established evidence to support them,” the embassy emphasized.

While reaffirming its trust in India’s institutions, Ukraine has called for an impartial and transparent investigation, expressing concern about “unprecedented informational and political pressure from Russian special services and propaganda” on India’s system of investigation and justice.

“We call on the competent Indian authorities not to yield to provocations and to ensure an independent, impartial, and fair consideration of the case,” the statement concluded, with Ukraine pledging its “full readiness to cooperate and to take part in a transparent investigation aimed at establishing the objective truth.”

The diplomatic exchange highlights the increasingly global nature of the Russia-Ukraine conflict, with both nations seeking to secure support and credibility among influential non-aligned countries like India.
