Turkish authorities have begun analyzing the black boxes recovered from a private jet crash that killed western Libya’s military chief and seven others, the Turkish defense ministry announced Thursday. The investigation is being conducted in close coordination with Libyan officials who arrived in Turkey shortly after the incident.

The fatal crash occurred Tuesday when a jet carrying General Muhammad Ali Ahmad al-Haddad, four other Libyan military officers, and three crew members went down shortly after taking off from Ankara. All eight individuals perished in the accident, which Libyan officials have attributed to technical malfunctions on the aircraft.

According to Turkish Interior Minister Ali Yerlikaya, recovery operations have been challenging as the wreckage scattered across an area of approximately three square kilometers, complicating efforts to gather evidence and remains. A 22-person delegation from Libya, including five family members of the deceased, arrived in Turkey on Wednesday to assist with the investigation process.

General al-Haddad held significant importance in Libya’s fractured political landscape as the top military commander in the western part of the country. His role was particularly crucial in ongoing United Nations-brokered efforts to reunify Libya’s military forces, which have been divided along the same lines as the country’s competing political institutions.

The high-level delegation had been in Ankara for defense talks aimed at strengthening military cooperation between Turkey and Libya’s western government. The meetings represented part of Turkey’s continued strategic engagement with Libya, where it has maintained significant influence since the 2011 uprising.

Libya has struggled with political instability and armed conflict since the 2011 revolution that overthrew longtime dictator Moammar Gadhafi. The North African nation has been divided between rival administrations in the east and west, each backed by various militias and foreign powers pursuing their geopolitical interests in the resource-rich country.

Turkey has historically been the primary international supporter of Libya’s internationally recognized Government of National Accord (GNA) based in Tripoli, providing military equipment, training, and personnel that proved decisive in preventing the eastern forces led by General Khalifa Haftar from capturing the capital in 2019-2020. More recently, Turkey has sought to balance its approach by improving relations with the eastern-based government as well, reflecting shifting diplomatic calculations in the region.

The loss of General al-Haddad creates a significant leadership vacuum in western Libya’s security structure at a delicate time when various international mediators, including the United Nations, have been working to broker unity agreements between the country’s competing factions. Military unification has been one of the most challenging aspects of Libya’s attempted reconciliation process.

Aviation experts note that investigations involving black box data typically take weeks or months to complete, as analysts must carefully examine both the flight data recorder and cockpit voice recorder to determine the precise sequence of events leading to the crash.

The incident also underscores the ongoing importance of Turkish-Libyan relations, which have expanded significantly in recent years beyond military cooperation to include energy exploration agreements and economic partnerships. Turkey maintains substantial investments in Libya’s infrastructure and views the North African country as a crucial component of its eastern Mediterranean strategy.

As the investigation proceeds, both countries have pledged transparency regarding the findings, which will be crucial for understanding whether the crash resulted from mechanical failure, weather conditions, or other factors yet to be determined.
