Moroccan Court Sentences 19 Foreign Soccer Fans for Africa Cup Chaos

A Moroccan court has handed prison sentences to 19 foreign soccer fans for their involvement in disruptions during the Africa Cup of Nations final between Morocco and Senegal, marking a severe judicial response to one of the tournament’s most controversial moments.

After more than five hours of deliberation on Thursday, the court found the defendants—18 Senegalese nationals and one French citizen—guilty on multiple charges including damaging sporting facilities and committing violence during a sporting event.

Eleven defendants received the harshest penalties, sentenced to one year in prison and fined 5,500 Moroccan dirhams (approximately $550). Four others were given six-month sentences and 2,180 dirham fines, while the remaining four received three-month sentences and 1,300 dirham fines, according to lawyer Naima El Guellaf.

The verdicts prompted immediate emotional reactions in the courtroom. One defendant fainted upon hearing the sentence, while others refused to enter the holding cells when ordered. Family members present expressed shock and maintained their relatives’ innocence. Defense attorneys announced plans to appeal what they described as disproportionately severe sentences.

The fans were arrested last month following chaotic scenes at the Africa Cup of Nations final, where Senegal secured a 1-0 victory over host nation Morocco. Tensions escalated when outraged supporters attempted to storm the pitch in protest of a late penalty awarded to Morocco. The defendants had been held in pre-trial detention for more than a month.

During Thursday’s proceedings, which were attended by French and Senegalese diplomatic representatives, defense attorneys argued the court lacked sufficient grounds for conviction. However, the prosecution pushed for maximum penalties, citing significant disruption to the match and damages estimated at over 4.7 million dirhams ($476,719).

While Morocco routinely deals with soccer-related hooliganism cases in its courts, this particular case stands out for exclusively involving foreign nationals. The incident reflects broader tensions that surrounded the tournament final.

The match itself descended into chaos when Senegalese players temporarily walked off the pitch in protest of the penalty awarded to Morocco during stoppage time. Senegalese supporters in the stands threw chairs onto the field and clashed with security personnel before police intervention.

In response to the disorder, the Confederation of African Football (CAF) imposed $1 million in combined fines and various sanctions against both national soccer associations. Morocco has announced intentions to appeal these penalties, considering them disproportionate to the incidents.

The soccer controversy briefly threatened to strain relations between two countries with significant economic and diplomatic ties. Senior officials from both nations quickly moved to reaffirm their “strong and historic” relationship following the match. Senegal’s prime minister subsequently visited Morocco to sign agreements aimed at increasing Moroccan investment in Senegalese agriculture and mining sectors.

The economic partnership between the two nations carries particular importance for Senegal, which is heavily indebted and actively seeking foreign investment. Morocco has already committed hundreds of millions of dollars to various projects in the West African nation’s economy.

This case highlights the sometimes volatile intersection of sports, nationalism, and international relations in the region, while also demonstrating Morocco’s strict approach to stadium misconduct, regardless of the nationalities involved.
