Guatemalan Man Pleads Guilty in Deadly 2021 Migrant Smuggling Case
A 42-year-old Guatemalan national has pleaded guilty to charges connected to one of the deadliest migrant smuggling incidents in recent years, a 2021 tractor-trailer crash in Mexico that claimed more than 50 lives.
Daniel Zavala Ramos entered his plea Wednesday in U.S. District Court in Laredo, Texas, admitting to a single charge of conspiring to smuggle undocumented migrants from Guatemala through Mexico to the United States. The charge includes specifications that his actions placed lives in jeopardy and caused serious injuries and deaths.
Federal prosecutors say Ramos now faces a potential life sentence for his role in the operation. His sentencing has been scheduled for July 7.
The case stems from a devastating December 9, 2021 crash in Chiapas, Mexico, when an overcrowded semitrailer carrying approximately 160 migrants slammed into the base of a pedestrian bridge and overturned. The collision resulted in at least 53 fatalities and more than 100 injuries. According to the U.S. Department of Justice, unaccompanied children were among those killed in the accident.
Eyewitness video footage captured in the aftermath showed a horrific scene – a jumbled mass of dead and injured migrants inside the truck’s collapsed freight container. The crash occurred on a highway near the Chiapas state capital, approximately 160 miles from Mexico’s border with Guatemala and about 1,400 miles south of the U.S.-Mexico border.
Ramos is one of six Guatemalan nationals charged in connection with the smuggling operation, but the first to be convicted. The remaining five defendants are scheduled for a final pretrial conference on June 3, according to court records. Ramos was extradited from Guatemala to the United States in 2025 to face the charges after authorities announced the arrests on the third anniversary of the accident.
The case highlights the dangerous tactics employed by human smuggling networks operating through Central America. According to the Justice Department, the defendants orchestrated a sophisticated operation that moved migrants through various means – on foot, in microbuses, cattle trucks, and tractor-trailers – all for financial gain.
Prosecutors detailed how the smuggling ring would provide scripts to unaccompanied children, coaching them on what to say if apprehended by authorities. The organization also utilized Facebook Messenger to request and deliver identification documents to help migrants enter the United States illegally.
The deadly crash underscores the perilous conditions migrants often face during these journeys. Human smugglers frequently pack excessive numbers of people into confined spaces with inadequate ventilation, food, or water, putting lives at serious risk. The Chiapas incident represents one of the deadliest examples of such dangerous practices.
Migration experts note that despite the known risks, economic hardship, political instability, and violence in countries like Guatemala continue to push people to make these dangerous journeys northward. The route through southern Mexico has long been treacherous for Central American migrants, with criminal organizations frequently preying on vulnerable individuals.
U.S. and Mexican authorities have struggled to combat these smuggling networks, which adapt quickly to enforcement efforts and often operate across multiple jurisdictions. The prosecution of Ramos and his co-defendants represents a rare instance of international cooperation resulting in accountability for those organizing these dangerous human smuggling operations.
As the case moves toward sentencing for Ramos and trials for the remaining defendants, it serves as a stark reminder of the human cost of irregular migration and the criminal enterprises that profit from human desperation.
