Islamic State Claims Deadly Suicide Attack on Chinese Restaurant in Afghanistan
The Islamic State claimed responsibility for a suicide bombing at a Chinese restaurant in Kabul that killed seven people, including one Chinese national, Afghan officials confirmed Monday.
Abdul Mateen Qani, a spokesman for the Afghan Interior Ministry, told The New York Times the attack was carried out by a single individual linked to ISIS-Khorasan (ISIS-K), one of the terrorist organization’s most dangerous regional branches. The blast occurred around 3 p.m. local time in Kabul’s Shahr-e-Naw neighborhood.
According to Kabul police command spokesman Khalid Zadran, the attack killed six Afghan nationals alongside the Chinese citizen. Several others sustained injuries in the explosion, which took place near the kitchen area of the Chinese noodle restaurant.
“The nature of the explosion is still unknown, investigations are ongoing,” Zadran said in a statement on social media platform X.
The targeted establishment was jointly operated by Abdul Majeed, a Chinese Muslim from Xinjiang province, his wife, and an Afghan business partner named Abdul Jabbar Mahmoud.
Intelligence sources indicate ISIS-K has specifically targeted Chinese interests in Afghanistan as retaliation for Beijing’s controversial treatment of Uyghurs, a predominantly Muslim minority group in China’s Xinjiang region. The terrorist group has also expressed opposition to growing diplomatic and economic ties between China and Afghanistan’s Taliban government.
China’s Foreign Ministry responded swiftly to the attack. Spokesperson Guo Jiakun confirmed at a Tuesday press conference that one Chinese national died and five others were wounded. Jiakun offered condolences to the victims’ families and noted that officials from the Chinese Embassy in Afghanistan had visited the injured at local hospitals.
“China strongly condemns and firmly opposes any form of terrorism, supports Afghanistan and regional countries in jointly fighting all forms of terrorist and violent activities,” Jiakun stated. He also urged Afghan authorities to enhance security measures protecting Chinese nationals and institutions.
Beijing has also issued updated travel advisories for its citizens. “Given the current security situation in Afghanistan, the Ministry once again advises Chinese nationals not to travel to Afghanistan in the near future and asks Chinese nationals and companies already in Afghanistan to take extra precautions, step up security and depart high-risk regions as soon as possible,” Jiakun said.
This attack highlights the persistent security challenges in Afghanistan since the Taliban regained control in August 2021. While the Taliban has sought to establish international legitimacy and attract foreign investment, particularly from China, militant groups like ISIS-K continue to threaten stability through targeted violence.
China has maintained diplomatic relations with the Taliban government and expressed interest in Afghanistan’s natural resources and strategic location for its Belt and Road Initiative. However, security concerns remain a significant obstacle to deeper economic engagement.
The bombing represents the latest in a series of ISIS-K attacks targeting foreigners in Afghanistan. Security analysts note that the terrorist group has increasingly focused on international targets to undermine the Taliban’s efforts to establish governance and gain international recognition.
Local authorities have heightened security measures around diplomatic missions and foreign-owned businesses following the attack, as the investigation into the precise nature of the explosive device continues.
