Iran Deploys Human Shields at Energy Facilities as Ceasefire Takes Effect
Hours before a two-week ceasefire between the United States and Iran began on Tuesday, Iranian authorities urged children and adults to surround energy facilities as human shields in response to President Trump’s threats to target Iran’s energy infrastructure.
Security analysts suggest the regime’s strategy aims to create a public relations crisis for the U.S. by potentially causing civilian casualties, which could turn American public opinion against military action while simultaneously rallying Iranian citizens around the government.
As peace negotiations prepare to commence in Pakistan, experts note that Iran has positioned itself as a master of propaganda, employing techniques that have been replicated by its proxy forces across the Middle East.
“The Islamic Republic is the Godfather of propaganda. It has spent 47 years perfecting the art of saying one thing at the negotiating table and doing another in the field,” said Lisa Daftari, Iran expert and Editor-in-Chief of the Foreign Desk. “The Trump administration should walk into these talks with maximum skepticism. This regime has never kept its word on its weapons, and there’s no reason to believe this time is different.”
Daftari highlighted Iran’s established pattern of using civilian infrastructure as military shields. “They did it in Lebanon through Hezbollah. They did it in Gaza through Hamas. And they are doing it now on their own soil, with their own people, under coercion. Iranians who refuse to participate face consequences.”
The timing of the ceasefire has raised concerns among analysts who believe it provides Iran additional opportunity to craft its narrative. “The two-week ceasefire just gave them more time to manipulate the West and continue on in their narrative warfare,” Daftari added.
This propaganda campaign comes amid scrutiny over a controversial February 28 incident during “Operation Epic Fury,” when an airstrike allegedly hit an Iranian girls’ school in Minab. According to regime sources, the strike killed 175 people, mostly children. The Pentagon launched an investigation in March to examine these claims.
Iranian-American journalist Banafsheh Zand questioned the official narrative, noting inconsistencies in reporting. “There is no confirmation on the number of people, from anyone other than regime sources,” she said. “Some people in the area said it was 65 boys. Sixty-five boys? What are 65 boys doing in a girls’ school at 10:30 on a Saturday morning?”
The school was reportedly located on the same street as buildings used by the Islamic Revolutionary Guard Corps (IRGC), raising questions about potential military proximity to civilian facilities.
Senator John Fetterman (D-Pa.) criticized American media coverage of the conflict, claiming outlets were “essentially carrying water for Iran” by amplifying the regime’s messaging without adequate scrutiny.
Jonathan Ruhe, a fellow at the Jewish Institute for National Security of America (JINSA), explained Iran’s motivations: “The regime wants to show the Iranian people that it is not weakened despite all the deaths in its leadership and losses in its arsenals, and to claim legitimacy by showing it is winning against the eternal American and Israeli enemies.”
The propaganda effort comes at a critical moment for Iran’s leadership, which faced a legitimacy crisis earlier this year when millions of Iranians protested against the Islamic Republic. President Trump stated in an address that the regime killed 45,000 civilians during the January protests, a figure higher than previous estimates of 35,000.
Adding to international concerns, Amnesty International has documented Iran’s recruitment of child soldiers as young as 12 years old to join IRGC-run military campaigns. “The Iranian authorities are shamelessly encouraging children as young as 12 to join an IRGC run military campaign, putting them in grave danger and violating international law,” said Erika Guevara-Rosas, a senior director at Amnesty International. “Recruiting children under 15 into the armed forces constitutes a war crime.”
In March, Mohammad Rasoul Allah Corps deputy Rahim Nadali announced a recruitment initiative called “Homeland-Defending Combatants for Iran” targeting volunteers as young as 12. The campaign, conducted in mosques and paramilitary Basij bases, sought adolescents to join as “combatants defending the homeland.”
Jennifer Dyer, a retired U.S. Naval Intelligence commander, questioned the effectiveness of Iran’s human shield strategy, noting, “The remnant of the regime can’t muster enough human shields to be doing it all over the place. The people are too resistant. Protests continued in the country the last couple of days, and some reporting on social media indicated a crackdown by the Basij on protesters after the so-called ceasefire was announced.”
Both Democratic and Republican administrations have consistently classified Iran as a leading state sponsor of terrorism.
