French nationals Cécile Kohler and Jacques Paris have returned to France after being released by Iran following three and a half years in detention, French President Emmanuel Macron announced on Tuesday.

“Cécile Kohler and Jacques Paris are free and on their way to French territory,” Macron wrote on social media platform X. “This is a relief for all of us and obviously for their families.” The French leader also extended gratitude to Omani authorities for their mediation efforts in securing the release.

The pair was arrested in May 2022 while visiting Iran. Iranian state television accused them of being spies who sought to instigate unrest in the country – allegations that France consistently denounced as unfounded and unjustified.

According to the nonprofit organization United Against Nuclear Iran, Kohler served as the head of a federation of teachers unions in France, while Paris was her partner. Their detention highlighted Iran’s ongoing practice of holding foreign nationals, which many Western governments characterize as hostage diplomacy.

The French foreign ministry had previously described Kohler and Paris as “state hostages by the Islamic Republic of Iran,” noting that they were being held in “shameful conditions” with severely limited consular access. During their detention, they reportedly received only four consular visits under highly restrictive circumstances.

In November, Iranian authorities released the pair from prison but did not permit them to leave the country. French officials reported that Kohler and Paris were subsequently housed at the French Embassy in Tehran, where they remained until their departure from Iran on Tuesday.

The release comes amid heightened tensions in the Middle East and follows years of diplomatic efforts by France. The detention of Kohler and Paris is part of a broader pattern of Iran detaining foreign nationals, often using them as bargaining chips in international negotiations or in response to diplomatic disputes.

Human rights organizations have consistently criticized Iran for its practice of detaining foreign nationals on dubious charges. These detentions frequently coincide with periods of international tension or during negotiations over Iran’s nuclear program and economic sanctions.

The French government has worked tirelessly to secure their release, maintaining that the charges against them were fabricated. Family members of the detained French citizens had also campaigned actively for their freedom, holding rallies and press conferences to keep public attention focused on their plight.

In May 2025, on the third anniversary of their detention, supporters held rallies outside the French National Assembly displaying posters of Kohler and Paris to demand their release. Their family members, including Noémie Kohler (Cécile’s sister) and Anne-Laure Paris (Jacques’s daughter), have been vocal advocates throughout the ordeal.

This release represents a rare diplomatic breakthrough in Franco-Iranian relations, which have been strained in recent years due to disagreements over Iran’s nuclear program, human rights issues, and Tehran’s regional activities.

While Kohler and Paris have now been freed, several other Western nationals remain detained in Iran under similar circumstances, including citizens from the United States, Britain, and other European countries. These cases continue to complicate diplomatic relations between Iran and Western nations.

The role of Oman as a mediator in this release highlights its continuing importance as a diplomatic intermediary in the region, particularly in negotiations involving Iran and Western powers.
