Germany has expelled a Russian diplomat following the arrest of a woman suspected of providing intelligence related to the Ukraine war to a contact at the Russian embassy in Berlin, officials announced Thursday.

In a statement posted on social media, the German Foreign Ministry declared that “the German government doesn’t tolerate espionage in Germany, still less under the disguise of diplomatic status.” The ministry summoned the Russian ambassador and informed him of the decision to expel “the person in question who spied on behalf of Russia.”

The main suspect in the case, identified only as a German-Ukrainian dual citizen, was taken into custody in Berlin on Wednesday. According to federal prosecutors, the woman had been in communication since at least November 2023 with a male employee of the Russian Embassy who was working for a Russian intelligence service.

Prosecutors allege that on multiple occasions, the woman supplied her contact with sensitive information connected to the ongoing conflict in Ukraine. She reportedly assisted with inquiries about defense industry locations, drone testing operations, and planned drone deliveries to Ukraine. The suspect allegedly leveraged her personal connections with former employees in “the area of operations of the Defense Ministry” to gather intelligence.

Beyond information gathering, the woman is accused of facilitating her Russian contact’s attendance at political events in Berlin, where he used aliases to establish connections for Russian intelligence operations, according to the prosecutors’ statement.

The case has widened to include two former German military employees, including a recently retired officer, who are suspected of disclosing classified information to the main suspect. The Defense Ministry confirmed these individuals are now part of the ongoing investigation.

This incident marks the latest episode in deteriorating German-Russian relations since Russia’s full-scale invasion of Ukraine began in February 2022. Germany has emerged as one of Ukraine’s largest military supporters in Europe, providing billions of euros in military aid and critical equipment including tanks and air defense systems.

The expulsion follows a pattern of diplomatic tensions between Western nations and Russia, with numerous countries having expelled Russian diplomats over espionage allegations since the war began. In April 2022, Germany expelled 40 Russian diplomats in response to the killings in Bucha, Ukraine, describing them as intelligence officers.

Intelligence experts note that embassy-based espionage operations represent a traditional method for gathering information, with diplomatic cover providing certain protections for operatives. The case highlights ongoing concerns about Russia’s intelligence gathering efforts across Europe focused on military support for Ukraine.

The timing of the arrest is particularly sensitive as Western allies debate additional military aid packages for Ukraine and consider permission for the use of long-range weapons against targets inside Russia. Intelligence about defense industry capabilities and drone technology would be especially valuable to Russian military planners seeking to counter Western support for Ukrainian forces.

German authorities have not released the identity of the expelled diplomat or the arrested woman. It remains unclear how much sensitive information may have been compromised in the alleged espionage operation.

The Russian Embassy in Berlin has not yet publicly responded to the expulsion, though Moscow typically responds to such actions with reciprocal diplomatic expulsions.

The investigation is ongoing, with German counterintelligence officials working to determine the full extent of the information breach and whether additional individuals may have been involved in the alleged espionage network.
