The European Union has officially moved to designate Iran’s Islamic Revolutionary Guard Corps (IRGC) as a terrorist organization, marking a significant escalation in diplomatic tensions with Tehran. The announcement, made on Thursday, was accompanied by a new round of sanctions targeting Iranian officials and entities involved in the violent suppression of nationwide protests that have swept across Iran since December 28.

Germany’s Foreign Minister Johann Wadephul emphasized that the EU would rapidly implement the designation, calling it a “strong political signal” that reflects the severity of the regime’s actions against its citizens.

“The next step will be the rapid implementation towards a legally binding listing,” Wadephul stated, adding that the European Union stands “side by side with the Iranian people” against government repression.

European Commission President Ursula von der Leyen welcomed the decision, describing it as “long overdue” in a post on social media platform X. “‘Terrorist’ is indeed how you call a regime that crushes its own people’s protests in blood. Europe stands with the people of Iran in their brave fight for freedom,” she wrote.

The crackdown in Iran has resulted in a staggering number of casualties. According to the Human Rights Activists News Agency, 6,373 deaths have been confirmed, with an additional 17,091 under investigation. The organization also reported ongoing communication restrictions, limited internet access, and continued arrests despite entering what they describe as a “post-crackdown phase.”

The EU’s sanctions package targets a range of Iranian officials, including the interior minister, senior IRGC commanders, police chiefs, judges from revolutionary courts, and cyber officials involved in censorship and surveillance activities. Some individuals will also face sanctions for providing support to Russia, highlighting the EU’s concerns about Iran’s growing military cooperation with Moscow.

This designation aligns the EU with several other nations that have already labeled the IRGC as a terrorist entity. The United States made this designation in April 2019, followed by Canada in June 2024. Bahrain and Saudi Arabia have also classified the IRGC as a terrorist group, reflecting growing international consensus about the organization’s activities.

The United Against Nuclear Iran (UANI) advocacy group welcomed the EU’s decision and urged swift implementation. “UANI applauds the EU for announcing its intention to designate the IRGC, the Islamic Republic’s ideological army, as the terrorists that they are,” the group stated, while also calling on the United Kingdom to follow suit.

Iran’s parliament speaker Mohammad Bagher Ghalibaf responded to the news with criticism, defending the IRGC as “one of the strongest and most effective anti-terrorism forces in the world.” He claimed that “only those who stand on the side of the terrorists themselves could deny the IRGC’s record in the fight against ISIS terrorism.”

The IRGC has long been a powerful force both within Iran and across the Middle East. Created after the 1979 Islamic Revolution, it functions as an elite military branch separate from the country’s regular armed forces, reporting directly to Iran’s Supreme Leader. The organization has been implicated in numerous destabilizing activities throughout the region, including support for militant groups in Syria, Iraq, Yemen, and Lebanon.

Wadephul specifically accused the IRGC of meeting protesters with extreme violence, carrying out executions, and playing a destabilizing role across the Middle East. The designation comes at a time of heightened regional tensions, with Iran facing international criticism for its handling of internal dissent and its increasingly assertive foreign policy.

The EU’s decision represents a significant policy shift and could have far-reaching implications for diplomatic and economic relations with Iran.
