Federal investigators are examining a trip by Washington, D.C., Mayor Muriel Bowser to Qatar, though officials have clarified that Bowser herself is not the target of the investigation, according to sources familiar with the matter.

The Justice Department probe centers on a 2023 visit Bowser and her staff made to Qatar, with investigators focusing on a lobbyist connected to the Democratic mayor. The investigation came to light after The New York Times reported Thursday that federal prosecutors in Washington had opened a corruption investigation examining potential bribery or campaign finance violations related to the trip.

U.S. Attorney Jeanine Pirro quickly issued a statement Friday contradicting aspects of that report, emphasizing that “the mayor is not under investigation, nor is she the target of any investigation.” When pressed for additional details, Pirro’s office declined further comment.

During a press conference Friday, Bowser addressed the situation, stating she had not been contacted by federal officials regarding any investigation. “I have not received any subpoenas, nor a target letter,” Bowser told reporters. “I have checked with our lawyers, and we have a regular kind of chain of who talks to who, and we have not been contacted, not related to me or to anybody else as I’m aware.”

The Qatar trip in question involved Bowser meeting with international leaders to discuss infrastructure, sports, and education initiatives. According to official accounts, the mayor used the visit to promote Washington as a destination for investment and tourism. Qatar contributed $60,000 to cover expenses for Bowser and members of her delegation.

“It was a business trip, a publicly noticed trip to promote Washington, D.C., in Qatar,” Bowser explained at Friday’s press conference. “That’s what we did and we don’t have any bones about saying it.” The mayor credited the diplomatic outreach with helping secure commitments from two professional sports teams to remain in downtown Washington, a significant economic win for the District.

The timing of the investigation is particularly sensitive as Bowser weighs a potential bid for an unprecedented fourth term as mayor. No Washington, D.C. mayor has ever served four terms, and this scrutiny could influence her decision about whether to run again.

The investigation also comes during a challenging period for the nation’s capital. Washington is currently managing the impacts of a partial federal government shutdown that has affected local businesses and the substantial federal workforce based in the District. Additionally, the city is dealing with the ongoing deployment of National Guard troops, which is authorized to continue through at least February 2026.

International diplomatic trips by U.S. mayors have become increasingly common as cities seek to establish direct foreign investment and economic partnerships. Such visits often involve meeting with government officials, business leaders, and potential investors to promote economic development opportunities.

Qatar, a small but wealthy Gulf nation, has significantly increased its investments and political influence in the United States in recent years. The country has become an important strategic ally in the Middle East and has pursued various high-profile investments and partnerships across the United States.

While the specific focus of the investigation remains unclear, the distinction made by federal officials that Bowser is not a target suggests investigators may be looking into the activities of others connected to the trip rather than the mayor’s conduct directly.

Interesting development regarding the investigation into Mayor Bowser’s Qatar trip. It’s good to hear that she is not the target, though the probe into potential bribery or campaign finance issues is still concerning. I wonder what the lobbyist connection is and how it may have influenced the trip.

I’m glad to hear the mayor is not under investigation, but the lobbyist connection is certainly concerning. Corruption in the mining and energy sectors can have far-reaching consequences, so it’s crucial that any wrongdoing is identified and addressed properly.
