Cuban authorities announced Thursday that a fifth person has died following last month’s deadly confrontation between Cuban soldiers and a Florida-flagged speedboat off the island’s northern coast. Roberto Álvarez Ávila succumbed to his injuries on March 4, according to a statement from Cuba’s interior ministry.

The incident, which occurred on February 26, has escalated tensions between Cuba and the United States as both sides present conflicting narratives about what transpired in waters northeast of Cayo Falcones.

Cuban officials maintain that their forces confronted a speedboat carrying 10 people as it approached Cuban territory. According to their account, passengers aboard the vessel were armed Cubans residing in the United States who opened fire on Cuban soldiers as part of what they characterize as a terrorist infiltration attempt. The confrontation resulted in Cuban forces killing four individuals and wounding six others at the time.

“The statements made by the detainees themselves, together with a series of investigative procedures, reinforce the evidence against them,” the interior ministry stated, adding that investigators are uncovering “new elements that establish the involvement of other individuals based in the U.S.”

The ministry also noted that “the remaining injured detainees continue to receive specialized medical care according to their health status.”

Earlier this week, Cuban authorities announced terrorism charges against six suspects who were aboard the speedboat. In an effort to substantiate their claims, officials displayed what they described as evidence recovered from the vessel, including an arsenal of a dozen high-powered weapons, more than 12,800 rounds of ammunition, and 11 pistols.

Despite providing the boat’s registration number, Cuban authorities have released limited details about the shooting. The Associated Press has been unable to independently verify information about the vessel, as boat registrations are not public records in Florida.

The maritime confrontation comes at a particularly sensitive time in U.S.-Cuba relations. Cuba’s economy, which for years relied heavily on subsidized oil from Venezuela under the Nicolás Maduro government, faces new uncertainties following recent political developments in Venezuela. The Cuban government, already struggling under long-standing U.S. sanctions, has repeatedly accused the United States of supporting efforts to destabilize its socialist system.

The incident represents the most serious armed confrontation between Cuban forces and U.S.-based individuals in recent years. Cuba has a history of denouncing what it calls terrorist actions originating from Florida, where a significant Cuban exile community resides. Many of these exiles remain firmly opposed to the Cuban government that has been in power since the 1959 revolution.

U.S. officials have not yet issued a comprehensive response to Cuba’s allegations about the speedboat incident. The Biden administration, which initially signaled a potential thawing in relations with Cuba after the more confrontational approach of the Trump administration, now faces complex diplomatic questions about how to address the situation.

Human rights organizations and independent observers have called for transparency from both countries regarding the circumstances of the confrontation, particularly concerning the legal status of those detained and the proportionality of force used during the incident.

As investigations continue, this deadly maritime encounter adds another layer of complexity to the already strained relationship between Havana and Washington, potentially setting back any progress toward normalization of diplomatic ties.
