Portugal Grinds to a Halt as Major Unions Stage Nationwide Strike

A massive nationwide strike brought Portugal to a virtual standstill Thursday as the country’s two largest trade union confederations joined forces for what they claim is the biggest labor action in over a decade. The walkout severely disrupted transportation, healthcare, education, and government services across the country.

In downtown Lisbon, normally bustling streets fell quiet as workers stayed home and public transportation operated at minimal capacity. Lisbon’s Metro subway system shut down completely Wednesday night and announced it would remain closed until Friday morning. Bus and train services throughout the country ran on skeleton schedules, leaving thousands of commuters scrambling for alternatives.

The impact was particularly visible at Lisbon International Airport, where dozens of flights were canceled as pilots, flight attendants, and ground crews joined the protest. Flag carrier TAP Air Portugal operated just 63 of its scheduled 283 flights, adhering only to the minimum service levels required by law. The airline had warned passengers in advance and offered rebooking options.

The strike represents an unusual alliance between Portugal’s General Workers’ Union and the General Confederation of Portuguese Workers, which together represent nearly one million workers. These labor giants haven’t coordinated a joint action since 2013, highlighting the gravity of their opposition to the center-right government’s proposed labor reforms.

At the heart of the dispute are contentious changes to employment laws that unions claim will strip workers of vital protections. The proposed reforms would make it easier for companies to dismiss employees, restrict striking rights in additional sectors of the economy, and limit breastfeeding breaks for mothers to only the first two years of a child’s life, replacing the current open-ended arrangement.

“We are seeing workers demand that the government withdraw this labor package,” said Tiago Oliveira, head of the General Confederation of Portuguese Workers. “The strike says a lot about the government’s attack and this is the response of the workers.”

The government, led by Social Democrat Prime Minister Luis Montenegro, has defended the reforms as necessary to increase economic flexibility and stimulate growth. Minister for the Cabinet António Leitão Amaro downplayed the strike’s impact, claiming it had little effect on the private sector. “Most Portuguese are at work,” he asserted, while unions countered by calling the action a resounding success.

The labor unrest comes at a time when Portugal’s workers are already struggling with significant economic challenges. Despite having one of the European Union’s smallest economies, Portugal has been experiencing a housing affordability crisis and persistent inflation hovering above 2%. The average monthly wage in Portugal stands at approximately 1,600 euros ($1,870) before tax, according to the National Statistics Institute, with hundreds of thousands earning the minimum wage of just 870 euros ($1,018).

Beyond transportation, the strike’s effects rippled through multiple sectors. Hospitals reported canceled medical appointments, schools closed or operated with reduced staff, and municipal services including trash collection were severely disrupted. Manufacturing and distribution companies also reported significant absences, and some retail establishments in Lisbon remained shuttered throughout the day.

The European Commission has projected Portugal’s GDP growth at around 2% this year, outpacing the EU average of 1.4%, with unemployment hovering near 6%. Prime Minister Montenegro has described the strike as “senseless” in light of these relatively positive economic indicators, creating a stark contrast between the government’s economic optimism and workers’ on-the-ground experiences.

As the day progressed, union members staged street marches across major cities, demonstrating their resolve against reforms they view as an erosion of hard-won labor rights. The unprecedented scale of this coordinated action suggests Portugal may be entering a period of heightened labor tensions as the government attempts to implement its controversial reform agenda.
