Foreign Affairs Committee Launches Inquiry into Global Disinformation Threats

The Foreign Affairs Committee has announced a comprehensive inquiry into the growing threat of disinformation campaigns targeting democratic institutions worldwide. The investigation comes amid escalating concerns over state and non-state actors deliberately spreading false information to undermine democratic values.

The committee will focus on identifying the primary actors responsible for such campaigns and examining the channels and technologies being exploited. A key objective is mapping the motivations, sources, and geographic origins of the most significant disinformation threats, including understanding the impact of artificial intelligence on amplifying these threats.

“The extent to which malign actors – both state and non-state – seek to utilize disinformation has become increasingly evident in recent years,” said Dame Emily Thornberry MP, Chair of the Foreign Affairs Committee. “Disinformation campaigns sow the seeds of discontent; they have been weaponized to subvert free and fair elections, to undermine the rules-based international order, and to propagate anti-Western narratives.”

The inquiry will investigate how the Foreign, Commonwealth and Development Office (FCDO) can collaborate with international allies and multilateral organizations to combat disinformation. It will also assess how effectively the UK government coordinates counter-disinformation work across departments and engages with private organizations.

Thornberry specifically highlighted concerns about both state-sponsored campaigns and the role of influential individuals with significant platforms. “These threats aren’t just coming from hostile states, but also non-state actors. Powerful figures such as Elon Musk exploit their platform to spread disinformation that disrupts and destabilizes,” she noted.

The investigation will take a regional approach, examining disinformation campaigns across Europe, the Americas, the Indo-Pacific, and Africa. This geographical focus aims to develop targeted strategies for countering malign influences in different contexts.

Social media platforms have come under particular scrutiny. The committee noted how algorithms increasingly favor controversial and incendiary content to boost engagement, inadvertently amplifying disinformation. Recent moves away from third-party fact-checking on some platforms have raised additional concerns about content moderation.

The committee is seeking written evidence from experts on several key questions, including:
– Actual and perceived disinformation threats to the UK and its interests
– Effectiveness of cross-departmental and intergovernmental coordination efforts
– Lessons the UK can learn from allies in countering state-sponsored disinformation
– Regional threats across Europe, the Americas, Indo-Pacific, and Africa
– Identity of the main actors spreading disinformation
– Channels and technologies being exploited for disinformation campaigns
– FCDO’s effectiveness in working with allies and security organizations

Experts, researchers, and organizations in this field have until Monday, February 24, 2025, to submit written evidence to the committee. Submissions should be no longer than 3,000 words and include a brief introduction about the author.

This inquiry comes at a critical time when democracies worldwide face unprecedented challenges from information warfare. The findings could significantly shape how the UK approaches disinformation threats in the coming years, particularly as AI technologies make detecting false information increasingly difficult.
