Chinese IT Companies Orchestrating Massive Disinformation Campaign Against Taiwan, Security Bureau Warns

Taiwan’s intelligence agency has uncovered an extensive Chinese disinformation operation targeting the island nation, with Beijing allegedly leveraging IT and marketing firms to undermine social cohesion and influence public opinion across Taiwan.

The National Security Bureau (NSB) of Taiwan has identified over 45,000 fake social media accounts and more than 2.3 million pieces of disinformation circulating online as part of what it describes as “cognitive warfare tactics against Taiwan” planned for 2025, according to a report from Central News Agency (CNA).

These sophisticated influence operations are reportedly being coordinated at high levels within the Chinese government, with the Central Publicity Department and Ministry of Public Security (MPS) overseeing the campaign. Chinese technology companies have developed advanced systems to manage networks of fake and bot-operated accounts, creating an infrastructure for large-scale information manipulation.

“This represents a significant escalation in China’s information warfare capabilities,” said a security analyst familiar with cross-strait relations who requested anonymity. “The scale and sophistication of these operations indicate long-term strategic planning by Beijing.”

Several Chinese marketing firms, including Haixunshe, Haimai, and Huya, have been implicated in creating counterfeit news websites that propagate narratives favorable to Beijing’s interests. The NSB report highlighted a particularly deceptive tactic employed by the Beijing-backed Wubianjie Group, which allegedly establishes content farms through Facebook pages that initially share viral entertainment content to build a following before gradually transitioning to political messaging designed to shape Taiwanese public opinion.

The strategy appears to be part of China’s broader pressure campaign against Taiwan, which Beijing considers a breakaway province despite the island functioning as a self-governing democracy since 1949. Relations between China and Taiwan have deteriorated in recent years, with increased military exercises around the Taiwan Strait and diplomatic isolation efforts.

According to the NSB, the ultimate objectives of China’s disinformation campaign are multifaceted: to deepen societal divisions within Taiwan, erode resistance to external pressure, discourage international support for Taiwan, and gradually increase Taiwanese acceptance of Beijing’s political agenda.

The revelations come amid growing global concern about foreign interference in democratic processes through social media and online platforms. Taiwan’s experience may serve as a warning for other democracies facing similar challenges from authoritarian regimes using digital tools to influence public discourse.

In response to these threats, the NSB has outlined countermeasures including enhanced cooperation with domestic government agencies, fact-checking organizations, and social media platforms to improve content transparency and facilitate the removal of false information. Taiwan has also expanded its international partnerships, conducting over 80 security dialogues and intelligence-sharing meetings with democratic allies over the past year to collaboratively address China’s information warfare strategies.

Digital security experts note that Taiwan has become a testing ground for China’s influence operations, with techniques refined there potentially being deployed against other democracies worldwide.
