Voice of America Journalists Sue U.S. Agency for Global Media Over Editorial Interference

A group of Voice of America (VOA) journalists filed a lawsuit Monday against the U.S. Agency for Global Media, accusing the agency’s leadership of attempting to transform the government-funded news outlet into a propaganda vehicle for the White House.

Four prominent journalists—Barry Newhouse, Ayesha Tanzeem, Dong Hyuk Lee, and Ksenia Turkova—filed the 37-page complaint in the U.S. District Court for the District of Columbia. The plaintiffs currently hold or previously held significant positions within VOA, including acting director of the Central News Division, director of the South & Central Asia division, chief of the Korean Service, and contractor for the Russian Service.

The lawsuit claims that former acting CEO Kari Lake has shifted her strategy toward controlling VOA’s news content after her earlier efforts to dismantle the agency were blocked by federal courts. On March 17, Senior U.S. District Judge Royce Lamberth ordered the reinstatement of hundreds of VOA employees who had been placed on administrative leave, ruling that Lake lacked legal authority to terminate them without Senate confirmation. The government has since appealed this decision to the D.C. Circuit.

“Frustrated in that effort by the courts, the administration has now taken a different tack: to use its governmental authority to control VOA’s substantive output,” the journalists state in their complaint. They argue this includes suppressing coverage of unfavorable events and directing partisan messages to be presented as legitimate news.

The plaintiffs are seeking an injunction to protect their editorial independence and a declaration that the government’s actions violate the First Amendment. Their complaint emphasizes that “censorship and propaganda are two sides of the same coin” and warns that such interference undermines U.S. credibility internationally.

The journalists allege the government’s actions have been particularly damaging during the U.S.-Israeli conflict with Iran. According to the lawsuit, Lake and current acting CEO Michael Rigas have suppressed reporting on anti-government protests in Iran and banned coverage of certain opposition elements to the Iranian regime from VOA’s Persian Service. This suppression has “rendered untrustworthy a once-respected source of independent news about Iran,” the journalists contend.

Additionally, the plaintiffs claim that VOA’s Mandarin Service and China coverage have been commandeered to “republish White House talking points and label them, falsely, as ‘news.'”

Clayton Weimers, executive director of Reporters Without Borders Inc., which is participating in the lawsuit, stated: “The Trump administration has made clear that if it can’t eliminate VOA, it wants to turn it into a political propaganda machine, cheerleading Trump’s agenda. That is at odds with VOA’s mission to inform millions around the world who lack regular access to authentic, trustworthy journalism.”

The International Broadcasting Act of 1994 requires VOA to provide “accurate, objective and comprehensive” news coverage and mandates that the global media agency’s CEO “respect the independence and integrity” of the outlet. The lawsuit emphasizes the importance of the “statutory firewall” between VOA’s newsroom and political appointees at the agency, which was specifically designed to prevent political interference with independent reporting.

The journalists argue that the government’s actions since March 2025—including suppressing news about Iranian demonstrations, forcing publication of verbatim White House talking points, and publishing images of “President Trump in the style of Dear Leader Kim Jong-Il”—have substantially harmed VOA’s ability to report news faithfully.

In March 2025, President Trump issued an executive order titled “Continuing the Reduction of the Federal Bureaucracy,” which targeted the global media agency, referring to it as the “Voice of Radical America” and calling for elimination of its “non-statutory components and functions” to the “maximum extent.” The president has previously criticized VOA’s coverage of the 2020 presidential election and the January 6, 2021, Capitol attack.

The case represents a significant challenge to government influence over publicly funded media and raises important questions about press freedom and editorial independence in government-supported news organizations.
