Russia Abducts 19 Ukrainian Civilians from Sumy Region, Forcing Them to Appear on Propaganda Channel
Ukraine’s Foreign Minister Andriy Sybiha has demanded the immediate return of 19 Ukrainian civilians who were forcibly abducted from the Sumy region by Russian forces, according to a statement released Friday on the minister’s social media account.
“Another crime of the Russian occupation forces in Ukraine: 19 Ukrainian civilians were abducted in Sumy region,” Sybiha wrote on X, formerly Twitter.
The minister revealed that residents from the village of Sopych were forcibly deported across the border into Russia. Shortly after their abduction, interviews with the captives appeared on a Russian propaganda channel, seemingly under duress.
“Forced deportation is a blatant violation of international humanitarian law. We demand the immediate and safe return of Ukrainian citizens,” Sybiha emphasized in his statement.
The foreign minister also issued a stern warning that “Russia will be held accountable for all its crimes under international law,” signaling Ukraine’s intention to pursue justice for this incident through international legal mechanisms.
Ukrainian Human Rights Ombudsman Dmytro Lubinets had earlier reported the incident, confirming the alleged abduction and forced removal of the 19 civilians from Sopych. Lubinets has already taken diplomatic action by appealing directly to his Russian counterpart, demanding that Russian authorities organize visits to the detained Ukrainians and facilitate their safe return home.
This incident marks another troubling development in Russia’s ongoing military campaign in Ukraine, particularly in border regions like Sumy, which have faced regular attacks and incursions since the full-scale invasion began in February 2022. The Sumy region, which shares a 564-kilometer border with Russia, has experienced near-daily artillery strikes, drone attacks, and occasional cross-border raids.
The forced deportation of civilians from occupied territories is considered a war crime under the Geneva Conventions and other international humanitarian laws. Human rights organizations have documented numerous cases of forced deportations from Ukrainian territories under Russian occupation since 2022, including the well-documented cases of thousands of Ukrainian children who have been transferred to Russia.
These actions align with a pattern of behavior that international observers and legal experts have characterized as potential crimes against humanity. The International Criminal Court has already issued arrest warrants for several Russian officials, including President Vladimir Putin, in connection with the forced deportation of Ukrainian children.
Ukrainian authorities have consistently worked through international channels, including the United Nations and the International Committee of the Red Cross, to secure the return of forcibly deported citizens. However, Russia has largely denied these deportations constitute violations, claiming they are “evacuations” or “humanitarian relocations.”
The use of abducted civilians in propaganda broadcasts adds another disturbing dimension to this incident. Such actions potentially violate additional provisions of international law regarding the treatment of civilians during armed conflict, including prohibitions against humiliating or degrading treatment.
As the war approaches its third year, incidents like these highlight the continuing human cost of the conflict beyond the immediate battlefield casualties, with civilians in border regions living under constant threat of bombardment, abduction, and displacement.
Ukrainian officials have repeatedly called on international partners to increase pressure on Russia to adhere to international humanitarian law and to strengthen consequences for documented violations.
