A senior civil servant charged with fraud has been placed in charge of the Prime Minister’s controversial Valletta “cube” project, raising questions about oversight and governance amid ongoing criminal proceedings.

Ronald Mizzi, who faces charges related to the Vitals/Steward hospitals scandal, is now coordinating the Malta Vision 2050 pavilion being constructed at Valletta’s City Gate. Sources from the Office of the Prime Minister (OPM) confirmed his appointment to oversee the project, which commands a substantial €4.5 million budget allocation.

When approached for comment, Mizzi acknowledged his role heading a newly established unit within the Prime Minister’s office responsible for the pavilion. He described the structure as “part of a government marketing exercise” but declined to provide specifics about the procurement process, including tender issuance, contract awards, and direct order recipients.

The official also did not respond to questions regarding potential personal relationships with contractors involved in the project.

Industry insiders familiar with the initiative revealed that several contractors working on the installation are long-time service providers for the Labour Party during election campaigns. These sources characterized the Valletta structure as a component of a broader communications strategy designed to position the government favorably ahead of the next general election.

Mizzi’s career trajectory within Malta’s civil service has been notable. Originally from Żabbar, he was recruited in 2014 by then-minister Konrad Mizzi, assuming the permanent secretary position at just 32 years of age. During Joseph Muscat’s administration, he played a pivotal administrative role in several major government initiatives, including the controversial hospitals concession to Vitals and Steward, the Institute of Tourism Studies (ITS) site sale, and the gas-fired power station agreement.

His actions have come under scrutiny in multiple National Audit Office investigations, particularly regarding the hospitals concession that later led to criminal charges.

Despite a change in Labour leadership following Muscat’s resignation in 2019, Prime Minister Robert Abela maintained Mizzi’s permanent secretary position within the Tourism Ministry. After the 2022 general election, he was transferred to the Lands Ministry before his 2024 arraignment on multiple criminal charges, including fraud and misappropriation of public funds.

While Mizzi formally resigned his permanent secretary title following the charges, he retained his government position and full compensation package without being suspended from duties. In a controversial move, Abela subsequently reinstated him as permanent secretary within the Office of the Prime Minister even as criminal proceedings continue and a jury trial remains pending.

Previous reporting has highlighted potential conflicts of interest in Mizzi’s career. While he served as chairman of a government company, his partner Fiona Brinkworth was appointed as a director of one of the company’s subsidiaries. The couple also owns and operates a boutique hotel in Gozo.

The City Gate installation, referred to by critics as a “propaganda cube,” has generated significant public debate about appropriate use of government resources during an election cycle and questions regarding procurement transparency. The structure’s prominent placement at Valletta’s entrance has drawn additional criticism from heritage advocates concerned about its visual impact on the UNESCO World Heritage site.

The appointment of an official facing serious criminal charges to oversee a multi-million euro government project reflects broader concerns about governance standards within Malta’s public administration system and raises questions about accountability mechanisms within the current administration.
